Executive Committee Assignment • The CPSP Executive Committee, met in Little Rock, AR, October 10 -11, 2012 and appointed two Task Forces (Clinicians and Diplomates) to address governance and practical issues for both areas. • The Diplomate Task Force was established to: • assess and identify the roles, functions, and responsibilities of Diplomates in supporting the mission and Covenant of CPSP. • provide comprehensive recommendations to the Executive Committee regarding organizational policies and institutional structures that will guide and sustain the work of Diplomates, their chapters, and identified committees in fulfillment of our Covenantal commitments, professional standards and public responsibility of credentialing practices.

Diplomate Task Force Scope of Work • Governance: propose governing and administrative structures for the Diplomate Council, identify and structure specific committees, selection process for leadership of committees and Council, incorporation of ‘College of Diplomates’ in decisions, relationship with CPSP Board of Directors, internal and external communication, accountability, maintenance of records, institutional relations and accreditation matters. • Chapter Life for Diplomates: explore uniqueness of personal/ professional needs of Diplomates, professional development/competence, accountability, certification, and re-certification needs, composition of chapters for Diplomates.
Diplomate TF Scope of Work (Cont’d) • Diplomates Serving the Organization: identify and train to serve as chapter consultants, SIT supervisors, Site Review/credentialing consultants, etc. • Regional Representation: explore the concept of regional and/or clusters of Diplomates for purposes of: representation and governance, affiliation, training and continuing education, etc. • Accreditation: clarify CPSP standards for training centers accreditation. Formulate guidelines for curricula and best practices for methods of training (i.e. web-based programs, traditional, psychotherapy, etc.).
Diplomate TF Scope of Work (Cont’d) • Institutional Relations: formalize training center relationships with institutions, advocacy for CPSP Credentialed Clinicians and CPSP programs within institutionsand seminaries, public awareness and relations responsibilities. • Information Management: develop a communications plan that includes: Website, Internal/External communications, policies and procedures.
Proposed Governance Model
Principles of Governance • Authority rests in the membership • We function through Chapter Life • Our Diplomate Leaders are identified and empowered by the Chapters to represent the College of Diplomates • We operate under a covenantal model, which is based on consensus and are proposing a hybrid model • People are elected to positions • Policies, procedures, and actions of the organization are arrived at by consensus. Failure to reach consensus after three attempts; a decision will be reached by voting.

College of Diplomates • Composed of all Diplomates • In good standing (maintained certification requirements, paid annual dues, etc.) • Includes Supervisors-In-Training (SITs) under current supervision of a Diplomate. • Clusters and Regions: Diplomate/Blended Chapters self-organize into geographic "Clusters" for purposes of continuing education events, recertification if needed, etc. • Clusters attempt to include at least one Training Center if possible. Clusters are formed within a Region. • Initial establishment of Regions: Clusters self-organize into geographic regions. • Possible actions, might include: BOD proposes and COD ratifies the regional boundaries drawn from this information. BOD Nominating Committee proposes a slate of Regional Chairs to amend or approve.
Diplomates and Chapter Life • Diplomates are members of chapters of which there are two categories: • Diplomate Chapters: composed exclusively of Diplomates and SITs* • Blended Chapters: composed of Diplomates, SITs, pastoral clinicians and/or members * SITs and their Diplomate Training Supervisor will not participate in the same chapter.
Council of Diplomates (COD) • Composition: Conveners of Diplomate Chapters and a Diplomate representative from Blended Chapters • Duties:Represents the College of Diplomates • Receive reports of the Diplomate Committees & Leadership Group • Ratify certifications and accreditations • Amend or approve actions of the Diplomate Leadership Group • Amend or approve the slate of nominees for Diplomate Leadership Group proposed by the Nominating Committee • COD Leadership Group: Chair, Vice-Chair (Elect), and chairs of Diplomate Committees
Diplomate Leadership Group Membership and Duties
Diplomate Leadership Group (Cont’d) Composition: (all positions, with the exception of the pastoral clinicians liaison representative, are recommended by the Diplomate Leadership Nominating Committee to be voted on by the Council of Diplomates). • Chair • oversees the work of the Diplomate Committees • convenes and leads the Council of Diplomates • represents Council of Diplomates on the CPSP Board of Directors • Other Positions: • Vice-Chair (Chair Elect) serves in the absence of the Chair • Secretary for Diplomate Leadership Group & Council of Diplomates • Diplomate Member-at-Large from Council of Diplomates • Pastoral Clinician as Liaison Representative (Selected by Clinicians)
Diplomate Leadership Group Duties: • Conducts business on behalf of Council of Diplomates during and between Council of Diplomate meetings • Fair and equal representation for: • Diplomates of Psychotherapy • Diplomates of Pastoral Supervisions (CPE/T) • Supervisors-In-Training
Diplomate Leadership Group Committees
Diplomate Working Committee’s (Cont’d) • Diplomate Nominating Committee: Responsible for all nominating Diplomate Leadership Group Officers, members-at-large, and additional persons to serve on the Working Committees as advised by the Committee Chairpersons. Present nominations slate to the Council of Diplomates to be amended or approved. • Diplomate Chapter Life: Responsible for providing guidance and support to the standards & practice of chapter life for Diplomates. • Diplomate Certification: Responsible for review, adherence and • education of aspects of certification of Diplomates and SITs.
Diplomate Working Committee’s (Cont’d) • Diplomate Accreditation: Responsible to review, support and accreditation of training programs. • Formation and Structure: • Diplomate Leadership Group Nominating Committee recommends a slate committee chair nominees to serve three-year staggered terms to the Council of Diplomates (COD) to amend or approve. • In the event that a Chair of a Working Committee resigns prior to the completion of his elected time, the Diplomate Leadership Chair will appoint a Chair to fulfill the remaining time of the person who resigned. • Each working committee shall maintain a minimum of a chair, and two members.
CPSP Board of Directors (BOD) Membership & Duties
CPSP Board of Directors (BOD) Composition: • Comprised of General Secretary, Associate General Secretary, Treasurer, Secretary/Registrar, CPSP President, CPSP Vice President (Elect), Current Past CPSP President, Religious Endorser Representative, Chair of Diplomate Leadership Group, Chair of Pastoral Clinicians Group, 2 Members-at-Large, and Chairs of BOD Committees. • The BOD Nominating Committee recommends a slate of nominees for all positions to the combined body of the combined Councils (Diplomates and Pastoral Clinicians) to amend or approve. Duties: • Represents CPSP on all policies, procedures, legal and fiduciary matters
Members the CPSP Board of Directors • BOD Nominating Committee: recommends a slate of the following offices to the combined bodies of the combined Councils (Diplomates and Pastoral Clinicians) to amend or approve. • BOD Officers and Terms of Service: (all except CPSP President and CPSP Vice President (Elect) are elected for two years terms, and are renewable if elected: • General Secretary - two years and renewable if elected • Associate General Secretary - two years and renewable if elected • Treasurer- two years and renewable if elected • Secretary/Registrar - two years and renewable if elected • Religious Endorsing Representative-two years and renewable if elected • CPSP President - two years and rotate off a minimum of one year before re-election • CPSP Vice President (Elect) – succeeds CPSP President, and then must rotate off for a minimum of one year before re-election

CPSP Board of Directors (BOD) Committees • Composition: • Committee Chairs are recommended by the BOD Nominating Committee to the combined Councils (Diplomates and Pastoral Clinicians) to amend or approve. • Committee Chairs select their committee members, but must have at least one Diplomate, Pastoral Clinician and CPSP Member representative • Duties: • serve the whole organization by administering the programs, policies and goals of the Board of Directors • provide expertise and experience for the various programs, functions and activities of CPSP • makes recommendations and provide consultation to the Board of Directors
CPSP BOD Working Committee’s (Cont.d) • BOD Nominating Committee: Responsible for all nominating BOD Officers, Members-At-Large, and the BOD Committee Chairpersons. • General Secretary (GS) and CPSP President, cooperatively, appoint the Nominating Committee to serve three-years of staggered terms. • BOD Standards Committee: Responsible for review and adherence of CPSP Standards. Makes recommendations regarding changes of CPSP Standards.
CPSP BOD Working Committee’s (Cont.d) • BOD Finance & Development Committee: Responsible for the fiduciary well-being of CPSP. Recommends budgets, reviews expenditures, advises and proposes development opportunities to BOD. BOD Treasurer is a member. • BOD Institutional Relations: Responsible for CPSP’s relationships with external institutions, to include seminaries. Supports CPSP members in matters of professional placement, certification and training centers and external institutions.
CPSP BOD Working Committee’s (Cont.d) • BOD Information Management: Responsible for the overall internal and external communication policy and practice of CPSP. Works with designated external communication resources to develop and recommend matters related to CPSP Website, CPSP Directory, etc. • BOD Credentialing: Responsible for all review, adherence and • education of aspects of credentialing and training center accreditation in CPSP. Membership includes Chairs from the Diplomate Leadership of Certification and Accreditation Committees, Pastoral Clinicians Certification. • BOD Program & Plenary: Responsible for creation and administration of CPSP programs and annual Plenary. Works in supportive partnership with regional CPSP programs.

Small Group Discussion and Feedback • A Facilitator has been pre-selected for each small group. S/he will also present the groups findings back to the larger group. • Select a recorder to capture key concepts as you respond to the question(s) assigned to your group. • Each small group will be allotted time at the end to share their key concepts. • Please provide to a member of the Task Force a list of your concepts. • NOTE: A table will be manned throughout the week for further discussions and feedback regarding the proposed governance model.
