Grant Funded Court Services • All courts funding probation staff under the Subsidy Grant will need to incorporate one or more evidence based interventions into their probation services by July 1, 2019. A risk tool also must be used in conjunction with the intervention. • Diversion and truancy diversion programs also will need to incorporate critical elements by July 1, 2019. • Related program services that include on-going supervision of court-involved youth (special docket, drug court, truancy, etc.) will need to meet these guidelines by FY 2020.

  3. Youth Assessments In order to determine the risk level of youth (moderate and high risk youth should receive the EVB intervention services, low risk youth may receive some limited intervention services), the court needs to use a risk assessment tool at least for adjudicated youth. Examples of youth risk tools include OYAS, YLS/CMI, YASI, GAIN, etc. The OYAS is the preferred tool as it was specifically developed for Ohio youth. Courts may use the OYAS Diversion tool until staff are certified to use the OYAS Dispositional tool.

Scheduled Training Sessions • 10/15 Carey Guides – CQI (Warren County) • 10/16-18 Core Correctional Practices (Marion County) • 10/16-19 Carey Guides/BITS (Hamilton County) • 11/30 Carey Guides – CQI (Marion County) • 12/12-13 Carey Guides/BITS (Warren County) • TBD Carey Guides – CQI (Defiance County) • TBD Carey Guides – CQI (Jackson County) • 2019 Carey Guides/BITS Booster Session (Defiance, Shelby, Marion, Jackson, Adams, Clark, Hamilton) • Plan to provide additional training for probation and court staff in CY 2019.

  5. Diversion & Truancy Diversion Critical Elements • No formal court hearing – no adjudication. • Program coordinator/staff should meet with youth & parent in an informal setting. • An individualized plan should be developed with youth and parent/guardian input. • Typically youth should not have regularly scheduled visits or meetings with the program coordinator/staff. Contact should be what is minimally necessary to verify that the youth has complied with his/her plan. Cases should be closed within 3 – 6 months or less. • Any interventions/activities included in the plan should be brief and not require the youth to participate with youth on probation. Youth with higher needs may be involved in somewhat more intensive services.

  6. Short-term Out of Home Placements • May add specific guidelines regarding the use of short-term out of home placement (Respite/Shelter Care) for FY 2020. • The primary purpose of this category is to provide a brief placement for youth that cannot return home. • Some youth are being placed short-term in a non-secure residential placement as a probation or program sanction. • May require that these youth receive an assessment or brief intervention while in such a placement in order to be fundable under the Subsidy Grant. Also may specify a maximum length of stay.

  7. We can begin having conversations about these issues with individual courts at any time. If you have program situations that you want to have reviewed now, just let us know. We would prefer to have all program issues resolved well before the FY 2020 application process.

  8. Annual Program Reports • A more thorough review of submitted annual reports will be conducted over the next few months. • FY 2018 tracking reports and approved application outcome measures will be compared to the annual report. • Purpose of the review process is to improve future reporting.
