Removed from suggested rules: R2:19-11-1008 – Public Notice of Professional & Consultant Contract Solicitations New rule to state that all Professional and Consultant Services solicitations are to be posted on the OSP website.

Did you know, p-cards…. • Can be used at small and minority businesses (prompt payment requirements – see next slide) • Can be used at M&R • Can be used to renew vehicle license (STAR)
Arkansas Code § 15-4-313 Prompt Payment for Minority Businesses To ensure that minority businesses are not financially hindered due to delays in payment by state agencies entering into contracts with minority businesses under this subchapter, state agencies shall accelerate payment to minority vendors to preclude accounts receivable problems of minority businesses caused by the State of Arkansas

T.H.I.N.K. – OSP Certification Program The Office of State Procurement is committed to the initial and the continuing education of State agency personnel with duties predominately involving procurement responsibilities. The T.H.I.N.K. Certification Program has been established and implemented to: • Create highly trained and professional procurement personnel • Provide specific training in all areas of procurement • Enhance job performance • Reinforce personal accountability in Transparency
Certification Requirements • Participants entering the program have two (2) years to complete each level of certification. • Certification is based upon successful completion of courses developed for each level. • The Office of State Procurement has accurate records of attendance dating back to January 1, 2011. • Participants not meeting the requirements within the timeframe allotted risk loss or change to their AASIS role-mapped authority.
Participant Tracking • OSP will monitor completion of courses and notify participants within six months of the end of their two year eligibility period. • Participants are required to notify OSP of any changes to your contact information.
