Réseau Européen d’ Intelligence Territorial Présentation du REIT Constat L'Union Européenne a introduit depuis plusieurs années l'exigence de la gestion par projet, d’une part, et de l'évaluation des projets, de l’autre, mais les porteurs de projets ne disposent pas d’outils appropriés. Depuis Göteborg, le développement durable établit les principes d’une bonne gouvernance : participation, approche globale et équilibrée et partenariat. Si des méthodes scientifiques adaptées à ces principes techniques et éthiques sont disponibles pour les experts, les acteurs territoriaux disposent rarement d'outils simples et économiques pour élaborer leurs projets, puis pour gérer, observer, évaluer et transférer leurs actions.

Réseau Européen d’ Intelligence Territorial Présentation du REIT Constat • The REIT project works from the assessment that for several years, the European Union has introduced the need forproject managementand evaluation in the local programsand projects which it finances. Since Göteborg, sustainable development has been recognised as one of the main priorities of the European Union for the years to come. In this way, it can be seen as the framework which establishes the principles of a good governance, the framework to which each community politics, as well as the local projects financed by the European Union, must conform while respecting : • - theparticipationof all the agencies of development, especially that of the citizens • theglobal approachof the situations, characterised by an adequate balance betweeneconomic, social, and environmental considerations • thepartnershipof the agencies • If the scientific methods and tools adapted to these principles are available to the experts, our experiments within several European programs show that the territorial agents still rarely havesimple, economical, and user-friendly toolsat their disposal for elaborating their projects of action, then monitoring, observing, evaluating and transferring these projects.

L’intelligence territoriale constitue la réponse scientifique au constat des partenaires.

Réseau Européen d’ Intelligence Territorial Présentation du REIT Territorial intelligence The activity of the REIT aims to develop a collectivity of multidisciplinary knowledge, which, on the one hand, contributes to thecomprehension of territorial structures and dynamics, and which, on the other hand, is useful indeveloping instruments accessible to the actors of sustainable territorial development. The territorial intelligence is the scientific answer to the constat of the partners.

Si ces principes éthiques, liés au développement durable sont bien connus et souvent évoqués, ils sont moins souvent mis en pratique. L’expérience et les compétences du réseau peuvent ici aussi être mobilisées utilement. If these ethical principles, bound to the sustainable development are well known and often evoked, they are less often put into practice. The experience and the competence of the network can be mobilized here also usefully.

Approches pluridisciplinaires de l’analyse spatiale - ARA Multidisciplinary approaches of spatial analysis- ARA Cet axe vise à développer la pluridisciplinarité dans les approches fondamentales et appliquées des territoires. Il veut également favoriser la diffusion des technologies de base (notamment des systèmes d’information géographiques, de l’analyse des données et de l’infométrie), au sein de l’ensemble des disciplines scientifiques dont la collaboration est indispensable pour améliorer la compréhension des structures et des dynamiques territoriales. This axis aims to develop multidisciplinarity in the approaches fundamental to and applied to territories. It also wishes to promote the distribution of basic technologies (notably, geographic systems of information, data analysis and infométry), within the group of scientific disciplines, the collaboration of which is indispensable to the improvement of the understanding of structures and territorial dynamics.

Diagnostic territorial et prospective territoriale - ARP Territorial diagnosis and territorial prognosis - ARP Cet axe est l’objet d’une forte demande sociale appuyée par la volonté publique. Les approches disponibles proposent des solutions expertes pour des territoires d’échelle régionale. Nous mettrons l’accent sur les méthodes participatives, accessibles aux acteurs locaux, et appropriées à des échelles infrarégionales, notamment intercommunales. This axis is the object of a strong social demand supported by the public will. The available approaches propose expert solutions for territories of regional scale. This axis will emphasize the participatory methods, accessible to local actors, and suited to infra-regional scales, notably inter-municipal ones.

Réseau Européen d’ Intelligence Territorial Programmescientifique Axes de recherche 3.Management et évaluation de l’action territoriale - ARO Management and evaluation of territorial action - ARO L'Union Européenne a introduit l’exigence de la gestion par projet et de l'évaluation dans les programmes qu'elle finance. C’est une sollicitation courante des collectivités publiques et territoriales en matière de projets de développement territorial. L’objectif de cet axe est de mettre à disposition des acteurs locaux du développement durable des outils appropriés à cette exigence. The European Union has introduced the demand for project management and evaluation in the programs that it finances. It has presently become a request standard to state, regional, and local authorities, and territorial as far as projects of territorial development are concerned. The objective of this axis is to put such tools at the disposal of the local actors.

Réseau Européen d’ Intelligence Territorial Programmescientifique Axes de recherche 4.Intelligence territoriale, démocratie et citoyenneté - ARC Une spécificité de l’intelligence territoriale est le respect de principes éthiques relatifs au développement durable. La nouvelle gouvernance veut améliorer les rapports entre gouvernants et gouvernés, notamment en développant la participation des citoyens. Le REIT étudiera ces thèmes transversaux liés aux effets politiques, sociologiques et culturels de l’intelligence territoriale, ainsi qu’à l’évolution des pratiques professionnelles.

Réseau Européen d’ Intelligence Territorial Programmescientifique Axes de recherche 4.Territorial intelligence as a factor of democracy and citizenship - ARC A specificity of territorial intelligence is the respect for ethical principles relative to sustainable development. The new governance wants to improve the rapport between governments and citizens, notably by developing citizen participation. To guarantee democracy and the well-balanced development of territories, the diffusion of the technologies of the information society must privilege their accessibility. The REIT will study these transversal themes in tandem with the political, sociological, and cultural effects of territorial intelligence, as well as with the evolution of professional practices.
