Procedures for the Call Proposal Mechanism Eligible lead applicants for EEP Mekong Partnership Projects: • Private companies • NGOs • Public institutions • Universities/educational institutions • Research institutions Non-eligible applicants: • Multilateral institutions • Development agencies • Trust funds
Procedures for the Call Proposal Mechanism Technical Focus: • Renewable energy technologies • solar • hydropower • biomass • biogas • biofuel • wind • geothermal • Waste-to-energy • Energy efficiency/conservation • Hybrid: combination of technologies
Procedures for the Call Proposal Mechanism Types of project activities supported by EEP Mekong: • Pilot / Demonstration project • Pre-feasibility / Feasibility study The following activities are not included in the 4th Call for proposals: • Policy development study • Strategic study • Capacity building/training
Procedures for the Call Proposal Mechanism Geographical Coverage: • EEP Mekong Partner Countries, namely: • Cambodia • Lao PDR • Thailand • Vietnam • Regional projects that are implemented in two or more Partner Countries are also possible and encouraged.
Procedures for the Call Proposal Mechanism Partnership Approach: • Projects must have at least two partners, with one Lead partner. • Role of project partners must be clearly stated in the proposal. • Having a Nordic partner (i.e. partner from Finland, Sweden, Denmark, Norway or Iceland) is advisable but not a requirement; role must be well-defined; should contribute to technology transfer. • Partner from the business sector with relevant experience is also encouraged.
Procedures for the Call Proposal Mechanism Submission Rules for project proposals: • A project applicant can submit only one project proposal as Lead Applicant but can join maximum of two projects as Partner. • Lead Partner/partner in on-going EEP Mekong projects can submit a proposal. • All submitted project concept proposals will be made public and will be published on EEP Mekong website unless the proponents have any objection. • If there is objection, proponents should contact RCU. Refer to the Guidelines for Submission.
Procedures for the Call Proposal Mechanism Funding available: limits, percentage contributions, payment in arrears/reimbursement principle • The EEP grant is intended to supplement the project proponents’ own funding as “seed” money. • Maximum amount of EEP grant: 200,000 € • Proponents co-funding contribution is a key eligibility requirement for the EEP grant. • EEP grant is paid as reimbursement except for the initial disbursement which is paid as an advance.
Procedures for the Call Proposal Mechanism Eligible expenditure for EEP Mekong Partnership Projects: • Services purchased from external service providers • Costs related to project M&E • Project personnel’s reasonable travel and accommodation expenses(refer to State Travel Regulations) • Acquisition costs of fixed assets necessary for project implementation (machinery, equipment, etc.) • Rental or leasing costs of premises, machinery and equipment necessary for project implementation • Wages& salaries (with limitation)

Assessment and approval procedures for proposals Procedure: Outline of the process: • Submission of Project Concept/Proposal by 13 August 2012. • Screening for relevance (to the country’s energy policies & needs) and compliance with EEP Mekong submission guidelines. • Evaluation (by technical evaluators). • Pre-selection (by the Steering Committee on 22 October 2012). • Preparation of Full Project Proposal (FPP) (by proponents of pre-selected projects).
Assessment and approval procedures for proposals contd. . . Procedure: Outline of the process: • Evaluation of FPPs (by technical evaluators). • Approval of FPPs (by SC/MFA). • Contracting (MFA/Lead Partner); coordinated by NCU of each country; RCU for Thailand and regional projects.
Procedures for the Call Proposal Mechanism Deadline for proposal submission: • Electronic copy: 13 August 2012 at 12:00 noon Bangkok time. • Hard copy plus Partnership Confirmation Letter have to be sent no later than 14 August 2012 at 16:00 Bangkok time. If the Partnership Confirmation Letter is not submitted the proposal will be rejected. National project proposals from Cambodia, Lao PDR and Vietnam must be submitted to the relevant NCUs; Regional and Thai project proposals must be submitted to the RCU.
