Background _ Airworthiness Manual (Doc 9760) • First publication in 2001; • Contains a consolidation of airworthiness related information, previously found in other ICAO documents; • The first edition replaced: • Continuing Airworthiness Manual (9642); • Airworthiness Technical Manual (Doc 9051); • Manual of Procedures for an airworthiness Organisation (Doc 9389); • Version of May 2007, evolved from previous Documents; • Third version in 2012, presented by States roles and responsibilities, State of Registry, State of Operator, Design, Manufacturer. Airworthiness Organisation Structure and Responsibilities of States Chapter 2 _ Primary Aviation Legislation Should contain provisions: • to establish a civil aviation administration that proactively supervises and regulates activities; • for the approval of safety oversight of air operators, aircraft maintenance organisations, maintenance training organisations for the safe operations of aircraft. The CAA, extent of its authority and empowerment and that of its Director must be reflected in the legislation thereby giving the CAA a solid foundation in a legal document legislated at the highest level of law. Airworthiness Organisation Structure and Responsibilities of States Chapter 3 _ State Regulatory System The Airworthiness regulations developed/adopted/accepted by the State should include provisions for: • Mandatory registration of all aircraft; • Implementation of the airworthiness provisions meeting the Convention and the Annexes requirements; • All aircraft on the State registry to meet relevant airworthiness criteria approved or adopted by the State; • Issuance, validation, or acceptance of TC of aircraft intended to be entered on the State’s registry; • Issuance of Production Certificates, approvals of Manufacture Organisation.
