Regional R&D&I Strategy 2007-2013 • Origins: Technological Park (1990) and the Regional Technology Plan (1997-2000) • Programme 2- Promotion of excellent R&D&I: incentives to the research capability of universities • Programme 5 - Fostering entrepreneurship: orientation of University teaching and research towards the promotion of entrepreneurship and business creation. • Programme 6 - Creation, development and consolidation of support infrastructures: definition and development of a strategy of science parks around the universities
U3M Activities Third mission activities at ULE include mostly technology transfer and cooperative research by means of contract research, life-long learning programmes and courses designed to respond to the needs of society, and a wide variety of social and cultural activities in order to serve and engage the citizens of the region.
U3M: Knowledge Transfer and innovation Patents are increasing and there are some examples of spin-offs Consultancy and contracts: • SEGI-Research Managing Unit. Overhead: 15% • Revenue:ULE86 million €; 11.5 million € research of which 2.2 correspond to contracts
U3M: Knowledge Transfer and innovation Main obstacles to the exploitation of knowledge are: • the lack of a “one-stop-shop”: OTRI-Research and Knowledge Transfer Office of the ULE and FGULEM offer similar services; staff working at OTRI is insufficient • the lack of support and infrastructure to generate spin-offs Strengths for Technology Transfer and Innovation: • Several programmes have created an entrepreneurial culture (T-CUE and the Plan Legio) • Clusters in the region: alignment of some industries: bio-pharmacy, automotive industry and food industry.
U3M: Continuing Education • Directed by an academic • Managed by externals (foundations, professional associations an other ) or by ULE
U3M: Social Engagement Cultural activities: • beginning in 1988, supported by a local bank • more than 3,000 activities (music, dance, drama, etc.) • Average: 200 per year Inter-university Program for Older Adults (older than 55): • started in 2000, supported by the regional government • 750 people per year in different cities • high interest of ULE in maintaining the activity Accessibility, volunteering and social support: • collaboration with non-profit organisations • concerned for attention to diversity and disability Leisure and sports • Open to the university community, their families and to externals
Biomedical Institute (IBIOMED) • Mid-nineties, 40 people, high-profile research • Close relationships with the Hospital & health institutions TTI: contracts, patents, services Continuing Education: • tailor-made Master on Medicine Research, with the public Hospital • Master in Oral Surgery with the Professional Association • On-line masters and expert degrees with FUNIBER Social Engagement: workshops on nutrition, physical activity and health to 2000 students aged from 6 to 10 (Municipality & IBIOMED)
