Qualification Development An extensive 14-19 reform programme embracing • Specialised Diplomas • Functional Skills • FLT • Extended project • A levels • Key Stage 3 • Modernisation of the exam process The aim is for a more personalised offer with stimulating qualifications and appropriate assessment
Components Level 1 Diploma • Roughly equivalent to 4-5 GCSEs (600glh) • 30-45% PL, 15-30% ASL, 40% GL (may vary by Diploma) • 25% of PL can be from another LoL Level 2 Diploma • Roughly equivalent to 5-6 GCSEs (800glh) • 45-60% PL, 15-30% ASL, 26% GL (may vary by Diploma) Level 3 Diploma • Roughly equivalent to 3 GCEs in size (1080glh) • 40-60% PL, 20-40% ASL, 20% GL (may vary by diploma) • Also option of level 3 Award (equivalent to 2 GCEs, 720glh)
Specialised Diplomas: Current Position • The first 5 lines (along with revised A levels) need to be available to centres in Sept 2007 for teaching in Sept 2008 • Accessible for learners of all abilities • Emphasis on employability rather than employment • Common structure across all 14 lines • PL Units, 60glh or multiples of 30glh, presented as learning outcomes with assessment criteria, guidance and resource requirements • Work experience a requirement (10 days) • External assessment, same minimum % across all lines (L1 30glh,L2 60glh,L3 90glh) • Imported existing qualifications to follow existing assessment to appear in ASL • Graded, recommendations to Ministers Dec 2006 • Learner transcript • Name to be confirmed

Functional Skills: Current Position • Decisions on assessment and delivery under discussion • Draft standards agreed but may be revised again; finalisation due spring 2007 • Draft standards cover Entry 1 to Level 2, higher standards will be looked at from the autumn • Standards mapped to NC and ALAN • Awarding Bodies to trial a range of assessment methods (and associated standards) with selected centres later this year; all subjects, all levels, all contexts • Level 2 remains the target achievement for all learners
Functional Skills: Timeline • Sept 2006: limited trialling of assessment instruments with GCSE, key and basic skill learners • Sept 2007: certificated piloting of FS qualifications in English and ICT • Sept 2008: FS to be included in sp Dips • Sept 2009: FS for Eng and ICT as contributory to GCSE grade and certificated as stand alone qualification • Sept 2010: FS for maths as contributory to GCSE grade and certificated as stand alone qualification • 2010: Phasing out of existing key skills and adult literacy and numeracy qualifications
The Extended Project • Supported in both Tomlinson and the White Paper • Currently developed for L3 and sitting in GL component, intended at Levels 1 and 2 ultimately • 180glh max, made up of teaching input and tutorial support • Can be either individual or group led, topics proposed by learner, approved by centre, verified by AB • Internally assessed and externally verified • 5 pilot models; dissertation, making an artefact, investigation/field study, performance, active citizenship • Controlled Pilot from autumn 2006, advice to Ministers Oct 2007, criteria finalised March 2008, specs in centres Sept 2008, full roll out Sept 2009
The Gateway Process • Part of a dual process, along with AB approval, for ensuring readiness initially for 2008 delivery but also long term preparation for 2013 entitlement • Gateway focus on strength of collaborative arrangements, AB focus on ability to deliver actual qualification and QA arrangements, intended to complement • Initial planning assumptions based on cohort size of 50,000 across all levels for 2008 • Next stage is to convert EoI into worked up plans by year end, considered by Regional Panels spring 2007, AB submission autumn 2007
