BOARD ACTION Consider approval of Resolution No. 2017-02 to: • Authorize the renewal of the lnteragency Agreement between the CVFPB and the SLC to provide audit, engineering, and administrative services in connection with the CVFPB's various oil and gas leases. • Delegate authority to the Executive Officer to execute such Agreement.

California State Lands Commission • Established in 1938, the Commission manages four million acres of tide and submerged lands and the beds of navigable waterways often referred to as sovereign or public trust land. • The Commission protects and enhances these lands and natural resources with five divisions: • Environmental Planning and Management Division • External Affairs Division • Land Management Division • Marine Environmental Protection Division • Mineral Resources Management Division

  5. CVFPB's Oil and Gas Leases • The CVFPB's oil and gas leases are located in Northern California and consist of 12 natural gas leases. Well located in Sutter County, one-tenth of a mile north of CA Hwy 20 and one-tenth of a mile west of the S. Butte Road levee.

  6. SLC’S SERVICES PROVIDED • The services provided by SLC’s Mineral Resources Management Division under the Agreement are a cost-effective means for oversight of the CVFPB's leases. • SLC’S services provided under the agreement comes in the form of a field inspector and office support. Well located in Sutter County on Franklin Road, one-tenth of a mile east of Wadsworth Canal.

  7. SLC FIELD INSPECTOR • The SLC Oil and Gas Field Inspector performs field examinations and reports to ensure CVFPB's wells are being operated in a safe manner. Well located in Sutter County on W. Butte Road, one mile north of CA Hwy 20, five miles west of Sutter (formerly South Butte and Sutter City).

  8. SLC FIELD INSPECTOR (con’t) • The inspector monitors oil and gas operations of CVFPB's lands to prevent trespass and to report to the CVFPB any safety concerns. Well located in Sutter County at the corner of Franklin and Tarke Roads, one mile west of the Sutter Bypass.

  9. SLC OFFICE SUPPORT • The SLC Office support provides quarterly statements of royalties receivables and analyses of production trends. Well located in Sutter County, one-half mile NE of W. Butte Road, two miles SE of West Butte.

  10. SLC OFFICE SUPPORT (con’t) • The SLC Office support also provides suggested lease terms and revisions as well as data, such as well histories, surveys, and test data. Well located in Sutter County, on S. Butte Road, ¼ mile north of CA Hwy 20.

STAFF RECOMMENDATION Board adopt Resolution No. 2017-02 which: • Authorizes the renewal of the lnteragency Agreement between the CVFPB and the SLC to provide audit, engineering, and administrative services in connection with the CVFPB's various oil and gas leases. • Delegates authority to the Executive Officer to execute such Agreement.
