Frontex supports, coordinates, and develops European border management in line with the EU Charter of Fundamental Rights. It assists Member States in operational security, risk analyses, joint return operations, training, research and development, and provides technical and operational assistance. Established in 2004, it operates with a management board and staff, overseeing various divisions responsible for operations, research, finance, and more. Frontex ensures the coordination of joint return operations, compliant with EU regulations and fundamental rights.

Mandate • Frontex supports, coordinates and develops European border management in line with the EU Charter of Fundamental Rights. • Frontex: • supports MS for efficient, high and uniform level of border control. • coordinates operational and EU measures to jointly respond to exceptional situations at EU external borders. • developscapacities as combined instruments to tackle irregular migration flows, serious organized crime and terrorism at EU external borders.

RETURN COOPERATION • - Frontex shall, subject to the Community return policy, provide: • the necessary assistance • ensure the coordination or the organisation • of joint return operations of Member States. • - Frontex shall finance or co-finance the operations.
Art. 9 Return Cooperation • Subject to the return policy of the Union, and in particularDirective 2008/115/EC of the European Parliament and of the Council of 16 December 2008 on common standards and procedures in Member States for returning illegally staying third-country nationals. • Without entering into the merits of return decisions • Shall provide the necessary assistance • At the request of PMS, ensure the coordination or the organisation of JROs, including the chartering of aircraft • The Agency shall finance or co-finance operations and projects • The Agency may also use financial means of the EU. • The Agency shall ensure that any financial support is conditional upon the full respect for the Charter of Fundamental Rights.
Art. 9 Return Cooperation • 1a. Frontex shall develop a Code of Conduct • – shall apply during all JROs coordinated by the Agency: • Describing common standardized procedures • Ensuring return in a humane manner • Ensuring full respect of fundamental rights: • Human dignity • Prohibition of torture • To liberty and security • Protection of personal • Non-discrimination
Art. 9 Return Cooperation • 1b. The Code of Conduct shall in particular pay attention: • To the obligation of MS to provide an effective forced-return monitoring system • To the Fundamental Rights Strategy (article 26a(1)) of this Regulation. • The monitoring of JROs should be carried out on the basis of objective and transparent criteria and cover the whole JRO from the pre-departure phase until the hand-over of the returnees in the country of return.
Art. 9 Return Cooperation • 1c. Member States shall regularly inform Frontex of their needs for assistance or coordination. • The Agency shall draw up a rolling operational plan to provide with the necessary operational support, including technical equipment. • The Management Board shall decide, on the content and modus operandi of the rolling operational plan.
Art. 9 Return Cooperation 2. The Agency shall cooperate with the competent authorities of the third countries to identify best practices on the acquisition of travel documents and the return of illegally present third- country nationals.
