MLEs for Lifelong Learning: towards e-PortfoliosLisa GrayProgramme Manager
Projects Programme Aim: “To explore the issues associated with developing learning environments to support the seamless movement of the learner between and across education sectors and institutions”
JISC MLEs for Lifelong Learning: Phase 2 Theme 1: Learning, teaching and administrative implications of MLEs for learners Theme 4: Testing multi-institutional Learner Profile Theme 3: Testing PDP section of the Learner Profile Theme 2: Interoperability for lifelong learning
Projects Phase 1: Two projects • Building MLEs across FE and HE • SHELL (Plymouth University) • NIIMLE (Belfast Institute of Further and Higher Education) Phase 2: Eight projects • Theme 1: Learning and teaching implications of MLEs • University College Worcester • MUSCLE (Blackpool and the Fylde College) • University of Glamorgan • UEO (Stow College, Glasgow)
Projects • Theme 2: Interoperability for lifelong learning • UEO (Stow College, Glasgow) • PROSPERO (Queen Mary University) • Nottingham University • Theme 3: Testing PDP section of the learner profile • Loughborough College • TransPortALL (Liverpool University) • Nottingham University • Theme 4: Testing multi-institutional learner profile • Nottingham University
Projects Supporting projects • CRA • e-Portfolio Review • Formative Evaluation • Repeat MLE Landscape Study • Legal Study • ‘Project Killer’ report • ‘Aspect Killer’ report • Guidance for projects • Seminar, Monday 11th April, Wolverhampton.
Outputs and outcomes A number of outputs and outcomes, including: • Documents and reports • Issues papers, guidance, technical reports etc. • Presentations • Scenarios • Case studies • Technical solutions • Expertise & knowledge
Outputs and outcomes A number of outputs and outcomes, including: • CETIS LIPSIG • Standards and specifications • European developments • Europass, Diploma Supplement Further information from: • JISC Web site: http://www.jisc.ac.uk/mle_lifelonglearning_info.html • Outputs page: • http://www.elearning.ac.uk/mle/
Lessons • Business process re-engineering • Project acts as a catalyst for change • Vision and reality • Focus on human communication as well as technical interoperability • Multidisciplinary team approach • Legal issues • Data protection, ownership and persistence of metadata • Legal study addressing these issues
Lessons • Project activities • Defining project scope, managing expectations, dealing with complexity • Delays and contingencies, risk management, revising and clarifying objectives • Evaluation • Defining benchmarks and baseline measures • Reflection and reporting • Peer review and cross-project collaboration, exploring synergies and common interest • Participative evaluation – involving learners, reflecting on learner experience
Lessons General • Doing a few things well is better than doing many things superficially • National differences in funding and data rules create a problem for UK-wide interoperability • Technical interoperability cannot take place without institutional interoperability • Having real learners to support is an advantage
Future • Distributed e-Learning Regional Pilots • Seven of the ten projects have an involvement • Distributed e-Learning eTools • SHELL-FISH • ELF toolkit - TransPortALL • Reference Models – e-Portfolio • External funding • Others informing institutional policy
Future Current drivers for e-portfolio activities: • HE sector agreed implementation date for Personal Development Planning: 2005 / 2006 • European developments – Europass and the Diploma Supplement • BECTA / JISC partnership working on e-assessment and e-portfolio • Schwartz review of HE admissions • Burgess report – Measuring and Recording Student Achievement • DfES White Paper on 14 – 19 Education and Skills • DfES e-Strategy • Widening participation agendas
