Background • Authorized by Affordable Care Act (ACA). • Goal: to improve health and developmental outcomes for at-risk children through evidence-based home visiting programs by: • Strengthening and improving the programs and activities carried out under Title V of the Social Security Act; • Improving the coordination of services for at-risk communities; and • Identifying and providing comprehensive services to improve outcomes for families in these communities.
Background • Distributed to states, territories through formula grants (2009-2010) • DOH & DCF collaborated on initial planning, needs assessment and funding for five community sites • Legislature refused additional funding authority in 2012 • Federal rules provide for a RFP process to identify non-profit to assume state responsibility
Background • Florida Association of Healthy Start Coalitions successfully apply for funding as part of multi-organization collaborative (April 8, 2013) • $23.5 million over three and a half years • Potential for additional resources
FL MIECHV • Builds on initial state efforts: 2010 MIECHV Needs Assessment, 2011 State Plan Update • Focus: • Propagating evidence-based home visiting models in high need communities (five original sites, six additional sites, enhancement funding) • Building capacity to deliver EBI through training and continuous quality improvement • Strengthening continuum of services through collaboration and systems change

Building Capacity- Training • Identification of core competencies for child serving programs (prenatal through VPK) • Training around core competencies • Ounce of Prevention Training Institute • FSU Center for Prevention & Early Intervention Programs • Florida Home Visiting Summit
Capacity Building-CQI • Federally-mandated benchmarks and constructs • Improved maternal and newborn health; • Prevention of child injuries, child abuse, neglect, or maltreatment, and reduction of emergency department visits; • Improvement in school readiness and achievement; • Reduction in crime or domestic violence; • Improvements in family economic self-sufficiency; and • Improvements in the coordination and referrals for other community resources and supports. • National evaluation; state evaluation by USF Chiles Center
Systems Change • Expectation of public-private collaboration and coordination through: • Adoption of core competencies by child serving agencies (prenatal – VPK) • Use of common metrics (based on MIECHV benchmarks & constructs) • Development of single intake system at community level to facilitate identification and referral of vulnerable families (Healthy Start prenatal and infant screen) • Coordination with Early Childhood Comprehensive Systems (ECCS) • Florida Home Visiting Advisory Council
Where we are • Contracts executed for five original sites (Pensacola, Jax, Alachua, Putnam-Bradford and St. Pete) • Contracts in works for training, evaluation, data system • FL HV Advisory Council being re-constituted (June meeting?) • RFP for new sites, program enhancements in July-August with October 1 start date.
