  4. Service Statistics • Open round the clock mon-sat 365 day 24hr emergency cover • 426 vehicles (of which 34 are passenger vehicles ) 67 trailers 21 plant are managed by VMS • Mot station carry out in excess of 2000 tests per year • 800,000 ltrs of fuel issued per year from turnpike alone

Transport Managers Responsibilities • Manage the corporate obligation and undertaking by which the authority has been granted an operators licence ( LGV & PSV). • Responsible for ensuring that appropriate systems and procedures are in place for compliance with the law. • Ensuring that operators and drivers of vehicles comply with the law at all times.

  10. Transport Managers Responsibilities cont... • Ensuring that management and maintenance of vehicles is both economical and efficient. • Ensuring that all vehicles operated by the authority are safe and fit for purpose at all times.

  11. Private Hire and Hackney Carriage Testing • Vehicles licensed by this authority carry out a significant amount of work which is currently contracted out by Social Services and Education. • VMS are responsible for examination of this type of vehicle. This is not covered in the review but has obvious linkages

  12. Short Term Hire of Vehicles( Self Drive included in Review) • VMS manage the corporate procurement coordination and management of externally hired vehicles. • Provide spot hire of passenger vehicles from its pool fleet. • 690 vehicles /hire agreements for passenger vehicles in 2000/01 at a value of £52,875 to user departments and affiliated bodies.

Summary • Transport is an extremely diverse and heavily legislated industry • Constantly changing technology • Authority’s obligation to ensure that vehicles used in external contracts let by the authority are safe and fit for purpose at all times. • People in the care of the authority and the general public are entitled to expect that services provided by it whether internally or externally are safe.
