  2. 5 Milestones implemented by DPF • Milestone 3 – Guidelines on budget support. • Milestone 4 – Procurement procedure. • Milestone 7 – Mid-term expenditure plan. • Milestone 8 – The 5-year plan. • Milestone10 – JAHR.

Milestone 3 – Guidelines on budget support in health sector • Drafted the guidelines on Budget support: • Produced the draft guidelines. • Consulted with MoH internally. • Consulted with MPI, MoF. • Together with EC and MoF planned the project for the budget support of 39,150 million Euro: • Finalized the Project outline for submitting to the Prime Minister. • Finalized the Financial Agreement with EC on budget support.

  4. Milestone 4 – Transparency in procurement and disbursement process • Completed the draft guidelines on tendering and the evaluation form of tendering results, sought for comments from MOH leader board and relevant Departments/Administrations/Units. • Listed difficulties in guiding the group of 6 banks on the harmonization of tendering procedures to MPI. • Referred to Decision 1410 dated 30/8/2010 of MPI on the process of tendering evaluation and approval procedures.

  5. Milestone 7- Midterm expenditure plan • MoF gave the pilot guidelines on the building of the midterm financial plan and the midterm expenditure plan in the period of 2009 - 2011 (MTEF): MoF, MPI, MoH, MOET, MARD, MoT, Hanoi, Binh Duong, Vinh Long. • Currently: • Collected data of year 2010 of MoH and agencies under the MoH. • Synthesized provincial statistics. • Built a regular expenditure plan. • New plans and missions: KCB TE<6t; Project 47, 225, 1816… • Synthesized needs. • Midterm expenditure plan.

  6. Milestone 8- The 5 year health plan • Used JAHR in building the 5 year health plan. • Identified 19 main criteria for the 5 year health plan and the socio-economic development plan of MPI (SEDP) • Synthesized the 5 year plans of different Departments/Administrations/Units along the new form supported by EC (7 ones missing) • Completed the 5 year plan draft (Central line) • Continued collecting information on 5 year plan of localities according to the new form (funded by UNICEF and ADB) • Continued finalizing the 5 year health plan draft. • 1st Final draft to be completed in October for comments • 2nd Final draft to be finalized in November • Final draft to be submitted to authorities for approval in December

Milestone 10 – Joint Annual Health Review (JAHR) • All chapters finished with conclusions, recommendations and tracking indicators. • Joint review draft has been produced. • Joint review draft has been sent for comments from MoH relevant units. • The 3 final chapters being reviewed and finalized by the editorial team. • Draft used for 5 year health plan and strategy 2011-2020 • In the next 2 weeks: Final draft to be available and submitted to MoH Board of Leaders (final decision by Health Minister and Vice Minister) • The joint review expected to be ready for printing in November

JANS • IHP+ tested the toolkit in Vietnam • IHP+ survey delegation came to VN and provided the preliminary evaluation on the 5 year health plan (evaluation report publicized) • MoH agreed that: • To apply JANS in the evaluation of the 5 year plan 2011-2015 • To revise the JANS toolkit for appropriately application in Vietnam • To disseminate the JANS toolkit for provinces’ reference and evaluation on the annual health plan. • The 5 year health plan evaluation: • To meet with HPG to discuss on the Concept paper and evaluation plan. • MoH to be the focal point. • The “Core Group”: WHO, WB, Path, EC… • National and international consultants.
