INTRODUCTION • Survey and Census micro-data are valuable resources for government departments and businesses. • They constitute valuable and irreplaceable assets which should be managed in a way that encourages their widest possible use and re-use. • At the same time, confidentiality of respondents is of paramount concern to data collectors.
Data archiving in public service • Department of Public Administration HRIS-Human resource information system (softcopy) Personal files of all employees in the public and parastatal sector (hardcopy) • Ministry of Internal Affairs National Population Data base (NPD)
PROCEDURES TO ACCESS CENSUS MICRO-DATA • Partially provided to update NPD • Provision made in Electoral Commission ACT to obtain data from census records • Data on selected variables may be released, including names, address, age, DOB, nationality • Formal letter of request to census commissioner
CHALLENGES • Training in relevant technological tools for archiving census data • Storage arrangement for safe keeping • Lack of specific laws/ regulations
BENEFITS of archiving data • Reduce backup and restore time • Reduce database administration cost • Reduce downtime for system upgrade • Reusability of data
Way Forward • National Bureau of Statistics have not yet developed a system for archiving census data • National Bureau of Statistics is planning to establish a system by 2011/2012
CONCLUSION • There is a need to have a law/regulation • Instead of using boxes to store loads of paper form, digital archiving of census forms will save a lot of space and cost less • It is important to maintain data as inexpensively and effectively as possible • Ensure the viability of micro-data now and in the future • Promote the acquisition, documentation, dissemination and preservation of micro-data essential for the production of national statistics, for research and for other use
