Okanagan-Shuswap Land and Resource Management Plan Implementation & Monitoring Database Prepared By: Kelly Flexman, MSRM - October 2001
Presentation Topics 1)Implementation & Monitoring Direction 2) Database Goals and Creation Process 3) What Can the Database Do For You? 4) The Next Step for Implementation & Monitoring 5) Summary
Implementation & Monitoring Direction Section 11 in the LRMP document states: • Provincial government agencies implement the LRMP strategies within their mandate • Implementation & Monitoring Committee (IMC) provides ongoing advice on all implementation and effectiveness monitoring activities The goal is for timely and effective implementation of the Okanagan-Shuswap Land & Resource Management Plan
Implementation & Monitoring Direction • A monitoring process will include: • 1) an Implementation & Monitoring Committee (IMC) • 2) a framework to facilitate the review of monitoring reports by IMC and the Inter-Agency Management Committee (IAMC) • 3) LRMP projects and compliance activities • 4) annual agency implementation reports: • implementation assessment • effectiveness assessment
Monitoring Process Framework This monitoring process will: 1) evaluate implementation progress on specific projects identified in the LRMP AND 2) evaluate effectiveness of implementation in meeting desired LRMP goals
Database Goals To assist the Implementation & Monitoring Committee in tracking project implementation and monitoring the effectiveness of the overall Okanagan-Shuswap LRMP management direction.
Database Objectives 1) assist in preparation of annual monitoring reports 2) provide a means for provincial agencies to access work plans in a centralised location 3) perform keyword searches of the LRMP objective, strategy and intent statements relating to specific resource management 4) track implementation progress and monitoring of effectiveness indicators
Database First Step LRMP Strategy Database: • list all relevant strategies in LRMP • identify lead agency and management direction (current management / incremental to current management) Completed by government agencies with review and endorsement by IMC
Database Second Step LRMP Project Work Plans: • highlight priority projects for implementation • identify tasks, lead agency, key resource inputs, expected outcomes, and completion dates • record cumulative progress completion levels • assess the achievement of expected outcomes and implementation issues Completed annually by government agencies
Database Third Step LRMP Effectiveness Indicators: • outline desired outcomes/goals of the LRMP • identify effectiveness indicators for each resource category in LRMP • prepare measures for monitoring indicators Completed by government agencies with review and endorsement by IMC
Database Application Set-Up • System Requirements: • either full or runtime version of MS Access 97 or better • valid password • Application Filename: • Final Okanagan-Shuswap LRMP Monitoring Database.mdb
What Can the Database do for you? • This database application is user friendly for all technical abilities through the use of: • directional menu options • data entry forms • pre-designed reports • database search option
Directional Menu Options • Database Start-up Menu: • Provides guidance to help use database options • Always an option to return to the main menu
Pre-Designed Reports implementation responsibilities effectiveness monitoring progress
Database Search Option • This option allows users to: • search the complete database • search the LRMP objective, strategy and intent statements • search for any resource interest • search by specific keywords
What Else Can the Database Do For You? • develop work plan budgets/ schedules • generate summary reports of accomplishments • track project implementation progress • track effectiveness indicators performance • generate summary monitoring reports • create new reports from the database data (advanced technical users) • link database reports to spatial data analysis (provide a visual image for all assessments)
Next Step for the Database • identify current management/incremental to current management strategies in LRMP • agencies confirm assigned projects meet their new mandates • complete agency work plans with expected implementation schedules • agencies input annual progress updates • IMC confirm list of resource indicators appropriate • review database and provide feedback • confirm list of users to access database for maintenance, modification and data entry
In Summary ... • This database application has been designed to be user friendly for all technical abilities • Agencies are able to search for specific interests, develop work plan budgets/schedules, and generate summary reports of accomplishments • IMC members are able to track implementation progress, monitor LRMP effectiveness, and generate summary monitoring reports • Input is required by all users to complete the use of this database for the implementation and monitoring phase of the LRMP
