EPA’s Proposed Coal Combustion Residual (CCR) Rule • Published: June 21, 2010 in Federal Register • Public Comment Period: Open until November 19, 2010 • Final Rule Timeline: Not yet established • Beneficial uses of CCRs in encapsulated form (concrete, wallboard, etc.) are encouraged and exempted • Three regulatory options proposed: • Subtitle C – Hazardous Waste • Subtitle D – Non-hazardous Waste • Subtitle D’

Morgantown Ash Beneficiation/STAR Project - Thermal process / burns residual carbon • Makes ash suitable as a mineral admixture for beneficial reuse in concrete manufacturing • 360,000 tpy (Morgantown & Chalk Point) • Baghouse & FGD • Potential impacts • Increased air emissions • Increased truck traffic • Additional vapor plume due to the new FGD Fly Ash (http://acaa.affiniscape.com) Morgantown (http://www.Mirant.com)
