Proposed Changes to 62-709 • Notification in writing 45 days prior to closure • Removal of all material from the site within 1 month (30 days) from the date the facility ceases to accept solid waste. Activities not regulated under this Chapter
Proposed Changes to 62-701 • Compost made outside of Florida • Facilities where industrial byproducts are segregated and managed, provided that the operation is either exempt from the permitting under Section 403.7045 or is regulated under another Department permit or certification.

Proposed Changes to 62-709 • 62-709.305 EXEMPTIONS • Registrations not required for • Backyard composting • Normal farming operations • Composting of solid waste generated off site 100 cubic yards at any time • Land application • Yard trash has been size reduced • Sized reduced yard trash is spread no more than 2 feet thick • Yard trash is not used to fill water body or wetland • Land application does not meet the criteria in (4) above.
Proposed Changes to 62-709 • 62-709.310 Permit Requirements-Repealed • 62-709.320 General Provisions for Registration • (1) Requires registration of : • Facilities composting vegetative waste • Animal byproducts or manure with or without trash • Manure blending operations (2) Composting or processing operations
Proposed Changes to 62-701 62-709.320 Design and operating criteria • None of the processed material shall be mechanically compacted replaces There shall be 15 feet interior lanes • Any drains or leachate or condensate conveyance that are installed shall be kept clean not to impede flow • Any putrescible waste such as vegetative wastes, animal byproducts or manure received at the facility shall be processed and incorporated into the composting material if the facility is registered 62-709.330 0r 350, or removed within 48 hours.

Proposed Changes to 62-709 • 62-709.460 Special Permitting Criteria for Solid Waste Organics Recycling Pilot Projects • Operate under a permit issued by this rule • Do not qualify for a registration • Initially qualify 18 months with an option to extend the project for an additional 18 months.
Proposed Changes to 62-709 • Submit progress report within 9 months of permit issuance • Final report submitted 60 days after permit expiration
