Aims & Objective • Established in the year 1972 on the recommendation of the IHRC (A pioneer archival advisory body under the Ministry of Culture, Govt. of India) with a sole aim to preserve the rich cultural heritage of Delhi • Acquisition of old records pertaining to Delhi scattered all over in Delhi with government and individuals etc. • Preserving the records of Government of NCT of Delhi in its custody, and regulating the Access and Record Management policy of the Govt. as per the provisions of the Public Records Act, 1993. • To create archival awareness among the general public about the cultural heritage • To make available old records to scholars and govt. officials for research and official for day to day purposes

Vision & Mission • To help in spreading a feeling of national pride in our documentary cultural heritage and ensuring its preservation for the posterity • To encourage the scientific Management, Administration and Conservation of records in Government of NCT of Delhi • To encourage greater liberalization of access to archival holdings • To help in developing greater professionalism and a scientific temper among creators, custodians and users of records for proper care and use of our documentary heritage

Record Holding • Records of Residents/Commissioner Delhi Division(1829-94) • First War of Independence1857 • Delhi College 1857-94 • Resident/Commissioner Delhi Division (stray documents)1785-1912 • Deputy Commissioner Office 1857-1960 • CHIEF COMMISSIONER OFFICE RECORDS 1913-1970 • Central Jail 1896-1975 • Sub-Registrar Office 1870-1990 • CID Records (1900-1965) • MISA Records (1975-1977) • Govt. Gazettes (1860-2015) • Private Records of eminent personalities of Delhi (1900-1960) • Manuscripts (15th to 19th Century)

  7. Challenges with Traditional Archival • At a time only one scholar/ public can view a content • Search is organized only through the limited options as subject, name & place etc. • For each type of content-separate device is required to play/view the details-in most cases

  8. Digital Technology • Digital technology can play a major role in preservation & quick access of information • Can encompass all forms of materials to represent the holistic form • World-Wide-Web is wide reaching medium through which anything could be made available around the globe

  9. Digitization and Microfilming Project • Project visualized is one of the most ambitious and prestigious projects and perhaps first & unique of its kind • D-DA engaged “NISG” as a consultant of the Project for study of Existing System and Requirement, Best Practice, DPR, RFP and selection of Implementing Agency through open bidding, Selection of Agency and signing of an agreement • In first phase 4 crore pages will be digitized/ microfilmed and put on the web • The project will be completed in 30 months on award of work • D-DA to set up PMU for monitoring operations of IA • The main aim & objective of the project is to ensure efficient, accurate, transparent delivery mechanism with a view to save the original contents of the archival records for posterity.

Objectives – Project • To make Delhi archives the first Digital Archives not only in India but in the World • To preserve the records for posterity • To facilitate the general Users • To use the latest technology available around the globe for proper preservation of cultural heritage of the historical city “Delhi” • To resolve atleast 50 % property and land disputes

  11. Implementation Agency • Nine Stars was selected through an Open Bid Evaluation Process • The Agreement between the IA and D-DA has been signed

Scope of Work – IA • Digitization and Microfilming • Software Requirement Analysis, customization, deployment and Testing for D-DA application and e-Granthalaya • Set up Infrastructure (Supply and commissioning of IT & Non- IT infrastructure such as PCs, LAN, printers, CCTV, Microfilming Quality Control Lab etc. • NICSI – Data Center to host the databases and application • Integration Testing and User Acceptance Testing (UAT) for the application • Training to D- DA Staff • Deployment of Application on Intranet and Go Live of website • Operations & Maintenance for a period of 3years

Project Outcome • Bulk of Records will be digitized and Microfilmed for Posterity • Easy and Instant access of records for Department officers for official use • Access of records to Historians/ Scholars , Citizens and Govt. Department of NCT of Delhi • Tacit awareness created among youth & children about cultural heritage through www access
