First workshop - Europe INBO Implementation of the Water Framework Directive in Bulgaria - A status report Allan Pratt Galina Balusheva Krakow, 27th September 2004
What this Directive is about... x .. An Integrated approach to Water Management at the Basin level
A status report on implementation Focus on requirements for Basin Overview in Dec. 2004 concerning- GIS- Typology and Water Bodies- Intercalibration,- Reference Conditions- Pressures & Impacts incl. Monitoring issues In this presentation .. Background: Danish EPA and Ministry of Environment and Water co-operation: WFD implementation project (April 2003 – November 2004)
DANCEE Project - Approach Component 1 MoEW, Sofia Component 2 BSBD, Varna • WFD Co-ordination Unit • Guidelines • Legislation Gap Analysis • GIS training • River Basin Overview • Management training and team building
Integrated water management in Bulgaria: 4 River Basin Directorates Water Act 2000 2 1
Time, scale and process 2015 work = objectives = timeschedule 2009 2006 2000
Practical implementation Reporting WICU, the National Co-ordination Unit for implementing the WFD:- Ministry- Basin Directorates- Executive Agency- Stakeholder ministries Protected Areas Economic analysis Pressures and Impacts Secretariat Typology, Intercalibrationand Reference Conditions Task Groups (MoEW & BD staff) GIS
Administrative structure Ministry of Environment and Water Other ministries ? 10 Directorates ? Water ........ EEAExecutiveEnvironm.Agency 15 REI’s:RegionalEnvironm.Inspectorates 4 RBD’s:RiverBasinDirectorates A new Water Act under preparation
GIS status: Draft Guidelines for Bulgaria • Objectives: • Standardized GIS and common procedures for data management • Integrate GIS in management planning and decision-making • Compatibility between different projects • Report according to requirements of the European Commission. IMET DANCEE PHARE MATRE
All Basin Directorates are working with GIS now Basin Directorates in regular contact - WICU Presentation of final draft of guidelines at 4th WICU meeting HARDWARE - SOFTWARE and TRAINING should be prioritised for the Basin Directorates and the Ministry GIS: status
Typology, Water Bodies, Intercalibration &Reference Conditions
Typology, Water bodies, Intercalibration & Reference Conditions Typology - 6 months ago
Today! 38 river types 36 lake types 2 coastal types The Chepinska subbasinEABD - Plovdiv
Intercalibration sites selectedand entered into the JRC base
Moderate status Poor status Bad status Reference Conditions:Only just started in Bulgaria ReferenceConditions RC EQR=1 Good status Observed value EQR = Reference value Reference conditions for all 76 types Identified ! EQR=> 0
Typology, Water Bodies ,Intercalibration & Ref.Cond: Status ( ) Typology for overview ( ) Water bodies for Basin Overview Common types for Intercalibration Site selection Reference sites for types no Site information into internet register Reference sites Conditions according to wfd classification no
2004: Water bodies possibly at risk of not meeting environmental objectives 2005: First results from Basin Overview to design monitoring programme 2006: Use monitoring results to identify main water management issues 2007 / 2008: Apply results for preparation of RBMP and programme of measures Pressures & Impacts and WFD timetable
Level of detail = level of knowledge Risk Screening Water Bodies not at risk Water Bodies needing further assessment to determine risk Water Bodies at risk More Specific Assessment Increasing difficulty in deciding if body is at risk Water Bodies at risk Water Bodies needing further assessment to determine risk Water Bodies at risk Detailed Assessment Water Bodies not at risk Water Bodies at risk
Pressures and impacts:Report for Dec.2004 • 5.1 Pressures - General -Surface waterPoint sources and diffuse sources Surface water abstraction - GroundwaterPoint and diffuse sourcesAbstraction • 5.2 ImpactsExpert judgement! -Impact of pressures on surface and groundwater quality • 6.1 Risk analysisExpert judgement! OK – but assumptions must be clear & transparent
Point sources being linked to GIS
Proposal for physico-chemical classification for IMPRESS overview 2nd IMPRESS workshop
Survellance monitoringTo assess long term changes in water quality Operational monitoringTo establish the status of waters at risk or possibly at risk of not meeting environmental objectives Investigative monitoringTo find the causes for not meeting objectives Design monitoring
Moderate status Poor status Bad status Reference Conditions required toestablish ecological status of waters ReferenceConditions RC EQR=1 Good status Observed value EQR = Reference value EQR=> 0
Compatible approach to GIS and database use Regular contact between workgroups in the BD’s and MoEW Reporting template for basin overview Monitoring of progress: 3rd P & I workshop in October Physico-chemical classification system agreed for overview Pressures data into database - high priority Procedures and assumptions for risk assesment not clear Pressures & Impacts: Status
Priorities for 2004 – 2005: River Basin Overview incl. - Assessment of risk for failing to meet obejvtives - Identification of AWB’s and HMWB’s Define Reference Conditions using data from best available sites and expert judgement Design monitoring programme Revise existing classification system Proposed priorities for 2004 - 2005 1 2 WICU 3 4
Where do we stand – where should we be standing ?- Significant progress over the last year in the Basin Directorates who knows, the report may be ready March 2005! - Intensive work required and Basin Overview must have highest priority- Increased co-ordination of activities – WICU- Reference conditions and classification system must have high priority- GIS investment and training - Organisational development -> the matrix organisation Status WFD Bulgaria
Closing comments: Implementing the Directive in Europe Good Water Status 2015 Take a rest ! Implement programmeof measures Standing up tothat commitment 2009 Political, financialand stakeholder commitment River BasinManagement Planwith programme ofmeasures 2007 Coming to terms with the implications of the Directive Comprehensive inform-ation gathering and assessment 2003
GIS and the WFD CIS Guidance Document: • Production of Maps • Technical specification for maps • A harmonised data infrastructure • Reporting
Identify Pressures: Fairly straightforward Assess Impacts: Complicated – ecological, chemical and other expertise required Evaluate risk of failing to meet objectives: Complicated – Ecological, chemical, statistical and other expertise + quality classification needed Level of complexity
Designing monitoring Surfacewaters !
