SMART CollaborativeHighlights INSTITUTEFOR GOVERNMENTAL SERVICE ANDRESEARCH • Based upon federal Web Infrastructure for Treatment Services (WITS) public domain software designed in 2002 • Customized in MD and nationally through IGSR & FEI • Deployed in 22 states and counties • Enhanced using cost and code sharing strategies through a national collaborative of member jurisdictions (WCP) • Designed to share assessment, treatment, case management, criminal justice, and drug court data across agency boundaries • Developed as an integrated consent-driven electronic case record
SMART Collaborative Benefits INSTITUTEFOR GOVERNMENTAL SERVICE ANDRESEARCH • Statewide collaboration occurs in real-time between government agencies, non-profit organizations and providers • Electronic consents enforce federal and state confidentiality regulations • Interagency data repository promotes performance reporting within and between agencies • Interface strategies facilitate record sharing with legacy systems • Client- and event-driven records support daily operations • Development costs can be shared across stakeholders and agencies
SMART MD Strategies for HIE INSTITUTEFOR GOVERNMENTAL SERVICE ANDRESEARCH • Adopt standard Health Level 7 (HL7) record structures and methods for exchanging information • Develop SMART as both a repository and potential source of records incorporating HL7 consent directives under development • Participate in MD DPSCS pilot for sharing records meeting NIEM standards
