  5. Introduction Engineers are stagnating in their respective positions even after putting up 10-15 Years Service in one Scale. This situation is breeding Discontent and frustration in the Engineers Community which is affecting performance of National Institutions badly.

  7. Problems • Delayed Promotions & Disgruntlement • Retirement in Lower Scales • Flawed and Delayed Decision Making • Huge Brain Drain • Wastage of National Resource • Poverty of National Institutions

Service Structure for Doctors • Achievement of management cadre • (promotion up to Secretary Health). • 4-tier Service Structure. • Time Scale promotions starting from • BPS-17 doctors to BPS-18 who have • completed their 5 years in BS 17.  • Special pay package for Doctors. • Enhancement of House Job Allowance.

  13. Salient Points • Increments on Appointment etc. • Five increments at initial appointment • and on each promotion. • Heads of Engineering Organizations • Career Path for Engineers from • BPS-17 to BPS-22 in all Engineering • Departments and Organizations including • as Heads and Secretaries.

Recommendations • To eliminate Discontent & frustration among • the Engineers and to improve performance of • National Institutions ; • Service Structure for Engineers should be • announced immediately. • Engineers be posted as Heads of all • Technical Organizations. • All Technical posts be filled with Engineers. • Minimum Wages & carrier path should be • announced for Engineers in private sector.
