Need for further actions * Long time until the effects of measures taken are seen in the environment * ”not perfect” implementation of agreed HELCOM recommendations and other measures in the Contracting Parties * Exclusive Community competence in some sectors of importance -> limited legislative power by the Contracting Parties and HELCOM • Agriculture (EU Common Agriculture Policy) • Fisheries (EU Common Fisheries Policy) -> A new instrument: “Action Plan”

HELCOM/BSAP – Biodiversity / Fisheries related actions • Governments + EC signed in Krakow 15th November 2007 • Biodiversity -segment: the ministers did not “agree with” fisheries measures, but -> “urged/requested competent authorities with the Baltic RAC” to act • Targets, measures and indicators – leading contracting party of fisheries measures is EC/(Russian Fed) • BSAP/Implementation Group, which have the role of follow-up • Fisheries expertise (Project researcher) in the HELCOM Secretariat –> 1 May 2008 - 31th August 2009 • A proposal (HELCOM/HABITAT, May 2008) for a new Fisheries/ Environment FORUM to policy discussions

Background for the Biodiversity segment/ fisheries related actions HELCOM Convention (1974)/ Articles 4.1, 4.2.: - Convention shall apply to the protection of the marine environment …, which comprises the water-body and the sea-bedincluding their living resources and other forms of marine life. Each CP shall implement the provisions within its territorial sea and internal waters through its national authorities Convention revision (1992), Article 15 on Nature Conservation and Biodiversity: - The CP’ies shall individually and jointlytake all appropriate measures in the Baltic Sea and its coastal ecosystems … to conserve natural habitats and biological diversity and to protect ecological processes Bremen Declaration (2003): - Stressed further joint co-operation on fisheries between the HELCOM and IBSFC (e.g. cooperation with Salmon Action Plan) International Baltic Sea Fisheries Commission (IBSFC, 1974-2004): – suspension of activities 2004-2005 The framework agreement on fisheries between the Community and Russia (2006) - waiting for ratifications from both sides.

Fisheries related actions in the HELCOM/BSAP the ministers stated that the Baltic Sea should become a model of good management of human activities to achieve favourable conservation status of the Baltic Sea biodiversity: • WE AGREE to develop by 2010, as well as test and evaluate by 2012, in cooperation with other relevant international bodies, a broad-scale, cross-sectoral, spatial planning principle including zoning based on the Ecosystem Approach • WE REQUEST the competent authorities, in cooperation of the Baltic RAC under implementing management measures for fisheriesinside marine protected areas.

Fisheries related actions in the HELCOM/BSAP the promotion of further research to reach the targets and objectives associated with the • an assessment of the conservation status of non-commercial fish species in co-operation with relevant organisations • invite the competent authorities - to establish an international co-operation network to agree on guidelines to promote the ecosystem-based management of coastal fisheries • develop a suite of indicators with region-specific reference values and targets for coastal fish

Fisheries related actions in the HELCOM/BSAP Therefore WE URGE the competent authorities in co-operation with the Baltic RAC and HELCOM to take immediate action through: - development of long-term management plans … especially for salmon, sea trout, pelagic species (sprat and herring), and flatfish species, by 2010; - introduction of additional fisheries management measures based on the best available scientific evidence …

Fisheries related actions in the HELCOM/BSAP - the classification and inventorying of rivers with historic and exist migratory fish species (e.g. salmon, eel, sea trout and sturgeon); - the development of restoration plans (including restoration of spawning sites and migration routes) in suitable rivers to reinstate migratory fish species; - the active conservation of at least ten endangered/threatened wild salmon river populations in the Baltic Sea region as well as the reintroduction of native Baltic Sea salmon in at least four potential salmon rivers
