  3. THE NEW STRATEGIC ENVIRONMENT • New threats to global security • 9/11 - an attempt to change the ideological balance of power • Tackling global terrorism is more than a matter of police or domestic security • A new role of the armed forces: defending values and people

  4. NEW PRINCIPLES FOR REFORM • Terrorism countered where it arises • No geographical limits to military operations • Rapid reaction and flexibility • Sustain forces in distant places

NEW MISSIONS FOR ROAF • 2002 ministerial guidance providing new tasks for ROAF • Shift from deterrence and territorial forces to preparing expeditionary forces • Defend Euro-Atlantic values by force projection • Participation in Reconstruction Teams • New missions ranging from warfare to stabilization and reconstruction

  6. NEW MILITARY CAPABILITIES • More integrated approach to acting in the theaters • Infrastructure is key for allies’ force projection to the Balkans, Afghanistan and Iraq • Extended capability for surveillance of NATO air space

NEW MILITARY CAPABILITIES (cont.) • Force projection – develop national airlift capabilities and contribute at NATO air- and sea-lift projects • Protection of deployed forces: UAV’s, electronic warfare, intelligence cells, NBC assets • Sustainable forces • Lessons learned type of knowledge management

WIDER ROAF REFORM • Fully professional armed forces in 2007 • Review legislation to enable rapid deployment • Downsizing the personnel: from 300,000 in 1990 to 90,000 (military + civilian) in 2007 • Improve force mobility and training • Build deployable and sustainable forces at the expense of territorial forces • Enhance NCO’s corps • Long term defense planning

CONCLUSIONS • Shaping military reform in line with NATO transformation and with EU efforts to build ESDP • Romania is a reliable ally able to contribute to the whole range of NATO missions • ROAF define their niche function in countering asymmetric threats (including terrorism) • New vision about RO strategic interests and defense policy tailored accordingly
