PROGRAMME OF ACTIVITIES FORTHE DEPARTMENT OF HOUSING AND LOCAL GOVERNMENT
REFERENCE GROUP • Appointed by the Minister of Housing & Local Government to advise on the operationalisation and implementation of the Sustainable Human Settlement Plan for the Western Cape • Reference Group introduced during a seminar held in March 2005 • Consists of leaders in the field of development
KEY ISSUES IDENTIFIED RELEVANT TOTHIS CONFERENCE • Inter Government Collaboration • Social Integration • Racial • Economic • Cultural • Religious • Integration of Services • Public Transport • Public Spaces • Health • Education
KEY ISSUES IDENTIFIED RELEVANT TOTHIS CONFERENCE Effective Communication • Reach out to people, don’t talk to yourself • Participation by stakeholders • Environmental Awareness and Ownership by Communities • Green Issues not only for suburbs • Change townships into suburbs • Revisit existing constraints • Remove redlining by Financial Institutions • Title Deeds to allow upgrading • Greening program and public space making. • Changing certain regulations to allow upgrades & development
KEY ISSUES IDENTIFIED RELEVANT TO THIS CONFERENCE • Management of Government Owned Land and Assets • No consistency across government departments on disposal • Current policies favour best price and not best social return. See as a short term gain • Well located, under utilised government buildings are being sold off on the basis of market criteria and not social return again • Current Uprisings are essentially about access to affordable land and displacements displacement of established communities.
Way Forward • Critical success factors in moving forward • Communication • Buy in by stakeholders • Make Land available for sustainable human settlement including inner city. • Alignment of government departments • Funding & funding mechanisms • Integrated development • Policy & process • Remove Bottlenecks & Streamline Beaurocracy
CONCLUSION • Our work will be tested through strategically identified pilot projects • Currently the group is looking at two or three Pilot Projects that will be presented in September at the Sustainable Human Settlement Summit • This will also form a test for Inter Governmental co-operation • This can then fulfil the dream of our Premier of a Western Cape Home for All in the true sense of the word
