INTERPRETING THE HUMAN DEVELOPMENT INDEX (HDI) Saurabh Sinha Sr. Economist, UNDP Mongolia 16 February 2012
HUMAN DEVELOPMENT How is Mongolia doing? • On the Human Development Index • On environmental sustainability indicators?
STATE OF HUMAN DEVELOPMENT IN MONGOLIA Mongolia’s Human Development Index (HDI) • HDI=0.653 (in 2011) • Mongolia is a Medium HDIcountry – ranked 110 out of 187 In the Table on the next slide, we see the trend in Mongolia’s HDI and the component indicators since 1990.
State of Human Development in MongoliaHDI Trends in Mongolia (1990-2011)
Mongolia’s Human Development Index (HDI) HDI Ranking HDI ValueTotal Countries 2011 110 0.653 187 2010 100 0.647 169 Reasons for the ‘drop’ in ranking: There are 18 new countries for which HDI has been calculated for the first time in 2011. 12 of these are ranked above Mongolia So, if you exclude these countries to correctly compare the 2011 ranking with 2010 → Mongolia will be ranked 98 i.e. it improves its rank in 2011
3. Recent changes in measuring HDI Inequality-adjusted Human Development Index (IHDI) introduced in 2010 to assess levels of development for all segments of society, not only for the ‘average’ person. IHDI captures inequality in the population. In 2011 Mongolia HDI → 0.653 Inequality adjusted HDI for Mongolia → 0.563 (Loss of 14% because of inequality) Thus, important to have inclusive growth to enable all groups to participate in the development process.
HDI – FAMILY OF INDICES • Gender Inequality Index A composite index reflecting inequality in achievements between women and men in three dimensions: reproductive health, empowerment and the labout market Value in 2011 – 0.410 Rank – 70 out of 146 countries • Multidimensional Poverty Index Percentage of the population that is multidimensionally poor adjusted by the intensity of the deprivations Popn. in 2011 multidimensionally poor – 15.8%
On Way to Rio +20 Let’s look at how Mongolia is doing on some environmental sustainability indicators • CO2 emissions • Greenhouse gas emissions • Urban pollution
