RIEE-Droughts 22-23 Sep 2010 Session 6 23 Sep 2010 • Consolidation of Recommendations/Drought Management Plan • The Workshop • identified six priority gaps • Selected sixteen best-practice based solutions • Recommended nineteen action plan steps for submission to the AWGWRM
RIEE-Droughts 22-23 Sep 2010 6 Priority Gaps • Lack of real time, updated and complete data within wider geographical coverage to allow for research and analysis to enable evaluation and forecasting risks and impacts to plan responses for better drought management • Need capacity building for monitoring and forecasting of drought events, risks and impacts • Lack or limitation of government budget commitment for research and in-depth analyses of all aspects related to drought and management of risks and impacts • Unclear budget allocation policy to operate and maintain the existing data acquisition and communications networks, and monitoring and analysis systems related infrastructure • The need to strengthen drought management related information, knowledge sharing and dissemination to stakeholders at all levels • Lack of coordinated policy, strategy, guidelines and action plans on drought management as part of IWRM (including policy and pricing mechanism for water conservation)
RIEE-Droughts The 11th Meeting of AWGWRM • 2-4 July 2011, Singapore • Took note of the 6 gaps identified and 19 activities recommended • Agreed that AMS will provide feedback on the most important and practical regional activity that could be implemented to Thailand by 2 August 2011 • Agreed to discuss the follow-up actions at the 12th Meeting of AWGWRM based on the feedback from AMS • To date, Thailand has got no feedback from AMS
RIEE-Droughts The 12th Meeting of AWGWRM • 25-26 July 2012, Ha Long City, Viet Nam. The Meeting suggested Thailand to propose a workshop/study visit for AMS to learn the experience on flood and drought mitigation not just from Thailand, but also from ROK and Australia. • Thailand presented its attempts as: • Discussed possible cooperation with UN-ESCAP • Three possible funding sources - MFA (ROK) - KECF - ASEAN Fund (MFA-ROK) • No concrete commitment • Discuss further in August 2012
RIEE-Droughts Thailand Activities As a result: • Regional Workshop on Climate Change and Urban Flood Management in Daegu, ROK, 19-20 Mar 2013 participated, among others, by 6 AMS namely; Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam • Organized by ESCAP, MFA-ROK, and Korea Water and Wastewater Works Association • 4 Priority Policies are recommended; • Strengthen institutional frameworks to support improved capacity of govt, espc. local govt • Mainstream urban flood mgmt into urban and regional planning, incl. land use planning • Promote multi-stakeholder engagement • Secure sufficient financing
RIEE-Droughts Thailand Next Attempt Project Title: Workshop/Study visit on Flood/Drought Mitigation and Water Management for AMS 1. Problem to be addressed Severe flood/drought causing damages and losses of life and properties, particularly in major economic areas, will be mitigated or prevented from re-occurrence. 2. Background The devastating flood in 2011 was a big threat to the economic growth of the country. Under unpredictable weather condition and without specific measures, damages to life and properties and economic loss like in 2011 may happen again. AMS suggested Thailand to propose workshop/study visit to learn the experiences on flood/drought mitigation and water management. The Plus Three countries having the same experiences have set up effective measures. Therefore, Thailand would like to propose a series of workshop/study visit for AMS in theses Plus Three countries and also Australia.
RIEE-Droughts Thailand Next Attempt 3. Objectives To learn from the experiences of respective countries which had faced flood/drought how they mitigate the situation and what measures are set up for prevention of future incidents. To take into account the lesson learned from other countries to adapt to the condition and situation in AMS respective countries. To identify together the best measures, structural and nonstructural, for mitigation and prevention of future losses and damages from flood/drought. 4. Outputs Structural or nonstructural measures for flood/drought mitigation and prevention for protection of life and properties of the general public and major economic areas.
RIEE-Droughts Thailand Next Attempt Project Title: ASEAN Water Dialogue Conference (AWDC) 2013 “Water Security Cooperation in ASEAN: Revisiting the Long Term Commitments” 1. Immediate Objective To provide an open forum for discussion of national and regional water security interests, mandates, critical issues, and implementation challenges in the complex ASEAN Settings. 2. Long-Term Goal Realization of a clear leadership and commitment by the AMS, while spearheading a wider Asia-Pacific regional efforts to address critical water-related issues in the region consisted with “The Future We Want”, “ESCAP Resolution 69/8 and 69/12”, and the “Chiang Mai Declaration on Water Security and Water-related Disaster Challenges”
RIEE-Droughts Thailand Next Attempt 3. Specific Agenda 1. Identify issues and problems in promoting water security while protecting water resources in Southeast Asia 2. Recommend ways and means to addressing implementation challenges and enhance cooperation for securing water resources in AMS 3. Raise awareness on the growing water-related problems and communicate about water security challenges in the context of ASEAN experience and future integration 4. Encourage participation by international partner in cooperation projects and initiatives 4. Tentative Programme Day 1 – Day 3: Awareness events and poster presentations on ASEAN water security Day 1 – Day 2: Cross-disciplinary Dialogue Workshops on the Praxis in ASEAN Water Security Day 3: High-level Dialogue within AWGWRM on ASEN Water Security: Revisiting Long-Term Commitments
RIEE-Droughts Thailand Next Attempt 5. Anticipated Outcome The revised and updated ASPA-WRM and Plan of Implementation to be adopted by the ASEAN Ministerial Meeting on the Environment (AMME) 6. Expected Participants Delegates from AMS, water experts from regional and international organizations, academia, NGOs, youth, rep. of leading business and industries from AMS and beyond who concern water security and sustainability issues in Southeast Asia 7. Tentative Date and Venue 25-27 September 2013 in Bangkok, Thailand (venue TBA)
