  3. Technological Developments • Quill pens → typewriters → computers • Weberian Theory – “the office” central place for processing information • Need for people to be in a common setting no longer necessary

E-Government Interaction • Information • Department & Agencies posting information on WWW about themselves (no services offered) • Outlines the purpose of the organization • Contact information • Interaction • 2-way communication • Citizens can provide information about themselves (ie.-change of address) • Can download forms and complete offline

G2G – Government to Government • Improve service delivery between: • government agencies • Parts of the same government • Others levels • Other nations • Able to exchange information electronically • Immigration • Custom Checks • Security Concerns • Social Security • Employment • Education • Elderly • Purpose –to forge new partnerships among levels of government, to facilitate collaboration between levels of government, and empower state and local governments to deliver citizen services more effectively.

  8. G2B –Government to Business • Purpose: The Government to Business Initiatives are committed to helping business interact efficiently and effectively with the Federal government. These Initiatives help reduce burden on businesses, provide one-stop access to information, and enable digital communication using the language of E-Business • Commerical and fee-for service transactions • Renew business licence • Order parts • Public organization – conduct a great deal of business via the internet • Delivery • Procurement • Encouraging proposals to be submitted via the internet – charging a fee for companies that submit paper proposals • Bids are also being submitted online – allows competing and ability to submit multiple bids • Ordering standard items online – costs reduced substantially

G2C –Government to Citizens • Purpose: The Government to Citizen Initiatives provide one-stop, on-line access to information and services to citizens. • Services • Passports, visas, vaccinations, health warnings • All linked together when booking travel • DMV • Renewing drivers license, vehicle license, pay fines, complete forms, change of address • Eliminates the need for having to go to the office • Saves money to both the citizen and the government

Discussion • NSA link: (The National Security Agency has been secretly collecting reams of domestic telephone records for individuals and businesses as it attempts to search for indications of terrorist threats) • The NSA is not only the world’s largest spy agency (far larger than the CIA, for example), but it possesses the most advanced technology for intercepting communications. We know it has long had the ability to focus powerful surveillance capabilities on particular individuals or communications. But the current scandal has indicated two new and significant elements of the agency’s eavesdropping:- The NSA has gained direct access to the telecommunications infrastructure through some of America’s largest companies- The agency appears to be not only targeting individuals, but also using broad “data mining” systems that allow them to intercept and evaluate the communications of millions of people within the United States.
