Context • TSOs have developed a Consultation paper on SEM Testing Tariffs • Publication expected in June 2011 • Scope of Under Test status in the TSC • The relevant System Operator may grant Generator Units the status of Under Test for a limited period under the terms of the relevant Grid Code. • The Market Operator shall not grant the status of Under Test for the purposes of this Code to Autonomous Generator Units, Pumped Storage Units, Demand Side Units, Interconnector Units or Interconnector Residual Capacity Units. • Principle of Under Test should be applied to: • Pumped Storage • Interconnector • DSU (TBC) • AGU (TBC)
Mod 10_11 Interconnector Under Test • Modification Proposal • Testing Tariffs should apply to an Interconnector while undergoing testing for Commissioning, Grid Code Compliance or otherwise. It is recommended that the Interconnector Error Unit, which is registered to the Interconnector Administrator, as procured by the Interconnector Owner, is liable for the testing charges incurred while the Interconnector is under test. • The Interconnector Error Unit is classified as an Autonomous Generator Unit in clause 5.34. To ensure that Testing Tariffs apply to the Interconnector, the Interconnector Error Unit must be specifically separated from other Autonomous Generator Units in clause 5.169. • Text Change • 5.169 The Market Operator shall not grant the status of Under Test for the purposes of this Code to Autonomous Generator Units, Pumped Storage Units, Demand Side Units, Interconnector Units, or Interconnector Residual Capacity Units or Autonomous Generator Units except for Interconnector Error Units.
Mod 14_11 Pumped Storage Under Test • Modification Proposal • Pumped Storage units should be liable to Testing Charges. • This modification proposes to further the TSC objective, in particular to ensure no undue discrimination between persons who are parties to the Code (Section 1.3.6). • Text Changes • 5.169 The Market Operator shall not grant the status of Under Test for the purposes of this Code to Autonomous Generator Units, Pumped Storage Units, Demand Side Units, Interconnector Units or Interconnector Residual Capacity Units.
Definitions • Generator Unit • means a Generator, and/or other item of Dispatchable plant, registered by a Participant, or which is the subject of an application for registration, under the Code. For the purposes of the Code a Generator Unit may be any one of the following types, without limitation: Aggregated Generator Unit, Autonomous Generator Unit, Demand Side Unit, Energy Limited Generator Unit, Hydro-electric Generator Unit, Interconnector Unit, Interconnector Error Unit, Interconnector Residual Capacity Unit, Netting Generator Unit, Pumped Storage Unit, Run-of-River Hydro Unit or Wind Power Unit or Dual Rated Generator Unit.
