University Mailing Services (UMS) recognizes that shipments leave commerce when they received and signed for from the carrier. Further UMS recognizes that shipments enter commerce when they are presented to a carrier for shipment. 49CFR may not require some of this training because the handling occurs outside of commerce. Out of concern for its employees, UMS requires this training whether the shipment is in or out of commerce.
