Exploring Applicant’s Skills • ICDI – Individualized Competencies Diagnostic Instrument – What information about the applicant does this form provide? • Work experience, Training, Occupational license, Talents, Hobbies, Future educational plans • Important! Applicants should fill out this form as completely as possible.

  3. Individualized Competency • Employer Letter • Confidential or not (7) • Equivalent to 1 year FT (1750 hrs.) • 1 month FT with license (8,9) • Former Employer (10) • Training Letter (13) • Confidential or not • Completed less than 12 months before registering Performance Assessment (5,14) Or Portfolio Assessment (21) Advanced Academic Assessment (23) Diagnostic Decision based on ICDI and interview • Show Employer Letter and Employer Verification Form to applicant • Applicant signs release • Verify supervisor’s name and address (4,5) • Verify training program • Show Training Letter to applicant; he/she signs release • Verify instructor’s name and address • Review checklist or outline to confirm skill level (6,7,21) • Determine if interview or portfolio method is appropriate (10,22) • Give A.A. Checklist to applicant • Review 250 word essay (5, 23) Assessment • Letter sent to employer with Employer Verification Form (10,11) • Letter sent to instructor • Copy of certificate or transcript obtained from candidate • Confirm if candidate is still planning to do the assessment • Give checklist (14,22) or portfolio outline to candidate at end of PTA • Arrange for Community Assessor (14-16) • Confirm if candidate is still planning to do the portfolio Generalized Assessment Complete • Candidate graduates when letter is returned with E.V. Form filled out • Candidate graduates when Training Letter is returned • Review checklist and procedures with candidate • Oversee Performance Interview (17) OR • Portfolio Presentation (21) • Evaluate A.A. Portfolio (26) • When complete, have Comm. Assessor sign certificate (18,22) • Give Assessor Evaluation Form (19)

  4. Employment Verification • Same job-1750 hours, minimum, per year • Former Employer-same criteria within the last 2 years • License with one month employment

  5. Training Verification • Reputable Training Program • Verification Letter from Instructor • Training Certificate from Client

  6. Advanced Academic • Autobiographical essay-500 words-1% error rate • Math and Reading skills verification • GED or • ACT or SAT or • College coursework • Feasibility Analysis

  7. Performance Assessment • Community assessor • Use of Existing checklists • Basic Skills Portfolio

  8. Final Recommendation • Applicant has been unemployed for 5 years because he incurred a back injury from a car accident. • Applicant has skill as a House Painter • The level of skill is important – should indicate above average talent or skill • After PTA, candidate receives the portfolio outline

  9. First Steps • Find a Community Assessor • A supervisor or trainer or teacher in the field is ideal • Does someone on staff know someone with expertise in the field? • Local businesses • Organizations of retired people

  10. Next Steps • Explain the program to the Community Assessor • Explain the role of the Community Assessor • The NEDP Assessor works closely with the Community Assessor • This information is on pg. 17 of your Individualized Competency manual.

  11. Basic Skills Portfolio • BASIC SKILLS Painters, Construction and Maintenance http://online.onetcenter.org/link/summary/47-2141.00 • Small group discussion: • Does this appear to be demonstrated so far? She has completed section I & II.

  12. Portfolio Demonstration form • I. Vocational field chosen: Painter • (required: A and B • A is a list of skills required for a painter. • B is a chart or report citing at least 10 of these skills and matching the candidate’s experience

  13. Portfolio Demonstration form • II is a choice A or B • III is also a choice! (Painters have an apprenticeship program) • IV is a specialty or expertise in the use of a tool or skill • V is a choice • Does the candidate have a license? • Or detailed list of licenses/certifications needed

  14. Completed Forms! • Cobbler • Review according to Criteria for Acceptable Demonstration • Use forms for reminder of what a great tool Basic Skills Assessment is!
