1 DPI`s initiative for the establishment • DPI moved China and Japan as main sponsor of the Decade proposal to be adopted at ESCAP 48th session in China in 1992 • DPI`s lobbying to support the proposal at each country
2 Cooperation with ESCAP • ESCAP Social Development Division supported DPI who wanted to start the Decade • Working with self-help organizations in such projects as “Assistance to the development of self-help organizations of disabled persons”and“Promotion of non-handicapping environments”
3 Signing of Proclamation on the FullParticipation and Equality of People with Disabilities in the Asian and Pacific Region • 41 of 61 governments (including associate members) of the ESCAP region have signed the Proclamation on the Full Participation and Equality of People with Disabilities in the Asian and Pacific Region as of September 2001.
4 Joint drafting of Agenda for Action for the Asian and Pacific Decade of Disabled Persons • The original draft was circulated widely to ESCAP members and related NGOs for their input • 28 governments and 9 UN organizations and many NGOs discussed the revised text at the UN Decade Evaluation meeting (eg. CBM, DPI, HKI, HI, RI, WBU, and many national/local NGOs)

5 Setting of targets and recommendations for the implementation of the Agenda • Prepare targets and recommendations for the implementation of each area of the Agenda at a regional review meeting in June 1995 to be endorsed by the 52th Commission session in April 1996 • Effective tool to guide local-, provincial- and national-level action to achieve the Decade goal • 73 targets proposed in 1995 which were increased to 107 in 1999

2nd Decade 2003 – 2012 • Proposed by DPI in 1999 as Asia-Pacific Movement for Freedom from Barriers • BIWAKO MILLENNIUM FRAMEWORK FOR ACTION TOWARDS AN INCLUSIVE, BARRIER-FREE AND RIGHTS-BASED SOCIETY FOR PERSONS WITH DISABILITIES IN ASIA AND THE PACIFIC • 7 Priority Areas Each Area has critical issues and targets with specific time frames and actions follow. In all, 18 targets and 15 strategies supporting the achievement of all the targets are identified.
Achievements of the 2nd Decade • Provide basis to promote the convention ⇔ Insufficient monitoring the over all progress • Give equal attention to the prioirty areas ⇔ Organization of meetings/workshops rather than implementation of projects The delicate relationship between Regional Decade and CRPD.
