Quantitative Measure Expressed or expressible as a quantity; or relating to number or quantity.
Qualitative Measure Process that answers the question, “how well did we do.”

GOT PHILOSOPHY? • Human beings typically prefer to live in communities with families and friends of their choosing • Sometimes the needs of human beings are very complex • Human beings with complex needs often do better when they have support from other human beings • Due to the unique aspects of human nature, needs and how needs should be optimally met vary from person to person
Indicators must be supported at the process (practice) and structural (organizational) levels
