ATLAS TODAY • ATLAS is the National User Facility for Physics with stable beams in the vicinity of the Coulomb Barrier • The facility has also developed capabilities for physics with exotic beams using two methods: - two-accelerator method - in-flight method The program is complementary to HRIBF and other facilities, i.e., only runs experiments that cannot be run at other facilities • A new opportunity has arisen because of development of gas stopping technology: CARIBU • ATLAS provides in excess of 5000 h/year of beam for research to a community of 300-500 Users

FY2009: A Year of Major Change for ATLAS • New opportunities envisioned by the 2006 Strategic Plan are coming to fruition: • CARIBU (CAlifornium Rare Ion Breeder Upgrade) will turn on • ATLAS Energy Upgrade (New Cryostat, New resonators, 10-12 MeV/u A~150 beams) is complete & meeting/exceeding expectations • The instrumentation plan has been partially realized (HELIOS, X-array, CPT move, ..) • This positions ATLAS well to continue to serve the low-energy community by providing: (1) high-quality stable beams (2) unique exotic beams at the energies and with the instruments required to do the science. • BUT, the vision expressed in the strategic plan is only partially fulfilled as: - equipment budgets have been less than needed to fully execute the instrumentation plan - the ultimate goal of the strategic plan was for ATLAS to be the world class post-accelerator for FRIB

FY2009: A Year of Major Change for ATLAS • For more than a decade, we have been fully committed to FRIB and planning for ATLAS and R&D activities always had FRIB as focus and end goal. • The decision to locate FRIB at the NSCL, makes the need to re-think ATLAS and its future obvious. Excerpt of ONP site decision: • We remain 100% committed to making FRIB a success (science & technology). • We have been encouraged by ONP to “think big” in terms of the future of ATLAS  we have done so, following consultations within and outside ANL (the Executive Committee of the User Group has been associated to the activities)  this workshop is part of the process: YOU will do the science!!  we had to rush for a 1st phase because of the ARRA opportunity

ATLAS Mission Statement: Mission: The mission for the ATLAS facility at Argonne is to enable research of the highest quality by its users and staff, especially probing the properties of atomic nuclei, through utilizing the capabilities of the accelerator and research equipment in a safe and efficient manner, with the associated responsibility of research and development in accelerator science and in the techniques that are required to accomplish its scientific goals.

The ATLAS Strategic Plan The ATLAS Users have worked hand in hand with ATLAS management and the ANL scientific staff to produce a strategic plan presented to DOE in 2004, updated in 2006, available on the ATLAS web site. (http://www.phy.anl.gov/atlas/User_Meeting/ATLAS _Strategic_Plan.pdf). The plan defines: (a) the major scientific goals (b) the main research avenues (c) the elements to optimize research output (in terms of operations, new accelerator capabilities, and new instrumentation). S&T reviews found the plan to be well matched with the Nuclear Physics program’s long term and short term performance measures (milestones, etc.) Some of the main objectives of the plan are now coming to fruition (CARIBU, HELIOS, Energy Upgrade) and others remain in the future (experimental equipment upgrades,..) because of funding restrictions over the last few years and some need to be re-visited (new ideas & FRIB site).  It is time to update the Strategic Plan

Strategic Plan: the 4 Science Goals (driven by the LRP) Nuclear Structure Milestones: NS3 (2009-78Ni), NS6 (2013- micr. calc),NS7 (2013-GRETINA), NS8 (2015-Z>102), NS9(2018-changes in shell structure) • Understanding the stability and structure of nuclei as many-body systems built of protons and neutrons bound by the strong force. • Exploring the origin of the chemical elements and their role in shaping the reactions that occur in the cataclysmic events of the cosmos. • Understanding the dynamics governing interactions between nuclei at energies in the vicinity of the Coulomb barrier. • Testing with high accuracy the fundamental symmetries of nature by taking advantage of nuclei with specific properties. Nuclear Astrophysics Milestones: NA4 (2010-12C(a,g)), NA6 (2012- r-process),NA9(2014-masses etc. for supernovae), NA10 (2014-reactions for X-ray bursts and novae) Nuclear Struct. & Astro. Milestones: NS3, NS8, NS9, NA4, NA6, NA9, NA10) Fundamental Int.. Milestones: FI4(2010-factor of 5 better contraint on SM), FI9(2013-EDM) Elements to optimize research output in the context of US efforts: - CARIBU and its uniquebeams and energy regime - ATLAS and its unique stable beam capabilities - new instrumentation (HELIOS, X-array, laser laboratory, gas filled spectr.,..) - upgrades of existing equipment (Gammasphere, FMA, CPT,..) At all times, remain flexible to adapt to new opportunities

An Updated Strategic Plan • Today you will hear presentations on: The present status of the facility and the near-term future The incomplete vision for the future of ATLAS  INPUT NEEDED • To help define the future (i.e. the strategic plan), the ATLAS Users Executive Committee & ATLAS management have come up with a set of questions: • What are the most important physics questions that you plan to study at ATLAS over the next five years? • How do these questions relate to the ATLAS Strategic Plan & the ATLAS efficiency and intensity upgrade plans? • How do these questions relate to the national priorities as expressed in • the 2007 NSAC Long Range Plan and, • the DOE-OMB performance measures? • What other developments in accelerator capabilities and instrumentation do you envision as being needed to optimize your research program at the facility? Consider options included in the current plans and new possibilities. • Did you identify other important issues that the Executive Committee of the ATLAS User Group and the ATLAS management should make a priority for the facility?
