This Information is Final • The information in this slide presentation includes Commissioner of Education final decisions regarding the AEA procedures for 2005 and beyond. • 2005 state accountability ratings, including alternative education campuses (AECs) evaluated under AEA procedures, will be issued by August 1, 2005. Performance of campuses evaluated under AEA procedures is included in the district and charter rating. 2005 AEA Procedures
Overall Design of AEA • The overall design of the new AEA procedures is an improvement model. • AECs can meet either an absolute performance standard or an improvement standard for each accountability measure at the Academically Acceptable level. 2005 AEA Procedures
AEA Rating Labels AECs registered for evaluation under AEA procedures are assigned two of the same rating labels used in the standard accountability procedures: • AEA: Academically Acceptable • AEA: Academically Unacceptable 2005 AEA Procedures

AEC Registration Requirements • Residential Facilities and AECs of Choice must be registered to be evaluated under AEA procedures. • AEA procedures do not apply to disciplinary alternative education programs (DAEPs) or juvenile justice alternative education programs (JJAEPs). 2005 AEA Procedures
Residential Facility Education services are provided to students in residential programs and facilities operated under contract with the Texas Youth Commission (TYC), students in detention centers and correctional facilities that are registered with the Texas Juvenile Probation Commission (TJPC), and students in private residential treatment centers (PRTC). 2005 AEA Procedures
AEC of Choice Alternative education programs provide accelerated instructional services to students at risk of dropping out of school. At-risk students enroll at AECs of Choice to expedite progress toward performing at grade level and high school completion. 2005 AEA Procedures
AEC Registration Criteria To be registered for AEA in 2005 and beyond: • the AEC must have its own county-district-campus number that is used for submitting PEIMS data and coding test answer documents; • the AEC must be identified in AskTED as an alternative campus; • the AEC must be dedicated to serving “students at risk of dropping out of school” as defined in Texas Education Code (TEC) §29.081(d); 2005 AEA Procedures
AEC Registration Criteria (cont.) • the AEC must operate on its own campus budget; • the AEC must offer nontraditional settings and methods of instructional delivery designed to meet the needs of the students served on the campus; • the AEC must have an appropriately certified, full-time administrator whose primary duty is the administration of the AEC; 2005 AEA Procedures
AEC Registration Criteria (cont.) • the AEC must have appropriately certified teachers assigned in all areas including special education, bilingual education, and/or English as a second language (ESL) to serve students eligible for such services; • the AEC must provide each student the opportunity to attend a 7-hour school day; 2005 AEA Procedures
AEC Registration Criteria (cont.) • Special education students must be placed at the AEC by their admission, review, and dismissal (ARD) committee; and • Special education students must receive all services outlined in their current individualized education programs (IEPs); limited English proficient (LEP) students must receive all services outlined by the language proficiency assessment committee (LPAC); and both types of students must be served by appropriately certified teachers. 2005 AEA Procedures
AEC Registration Criteria (cont.) • All requirements in registration criteria 6-10 may not apply to charter campuses (depending upon the terms of the charter) or to community-based dropout recovery campuses established in accordance with TEC §29.081(e). • The requirement in criterion 9 applies to Residential Facilities only if students are placed in the facility by the district. 2005 AEA Procedures
At-Risk Criterion for AECsin 2006 and Beyond • An at-risk criterion for AECs verified through current year PEIMS fall enrollment data is phased-in beginning in 2006: • At least 65% in 2006 • At least 70% in 2007 • At least 75% in 2008 and beyond • A safeguard will be incorporated for those campuses that fall below the at-risk requirement such as averaging the rate over multiple years. 2005 AEA Procedures
AEA Charters • Charters that operate only registered AECs will be evaluated under AEA procedures. • Charters that operate both regular campuses and registered AECs are required to meet an at-risk criterion to be evaluated under AEA procedures. 2005 AEA Procedures
Attribution of AEC Data(The 85-day Rule) 2005 AEA Procedures
Attribution of DAEP and JJAEP Data in 2005 and Beyond As required in statute, all DAEP and JJAEP student data will continue to be attributed to a student’s home campus. 2005 AEA Procedures
Attribution of AEC Data for2005 Accountability AEC test answer documents and 2003-04 leaver data are attributed according to current policies based on the 85-day rule. 2005 AEA Procedures
Attribution of AEC Data for2006 Accountability AEC ratings are based on test results for students enrolled on the AEC on the PEIMS fall snapshot date (campus accountability subset). 2004-05 leaver data are attributed to the AEC according to current policies based on the 85-day rule. 2005 AEA Procedures
Attribution of AEC Data for2007 Accountability and Beyond • AEC ratings are based on test results for students enrolled on the AEC on the PEIMS fall snapshot date (campus accountability subset). • 2005-06 leaver data are attributed to the last campus of attendance. 2005 AEA Procedures

Texas Assessment of Knowledge and Skills(TAKS) 2005 AEA Procedures
TAKS Decisions Applicable to AEA • Student Passing Standard – % Met Standard adopted by SBOE • Grade 3 Reading/Grade 5 Reading and Mathematics – results from 1st and 2nd administrations are combined • TAKS Spanish – performance on TAKS Spanish is combined with performance on the English-language TAKS • Testing Window – test results for students given a make-up test within the testing window are included 2005 AEA Procedures
TAKS Decisions Applicable to AEA • Special Education – TAKS results of special education students are included • Sum Across Grades – TAKS results are summed across grades • Rounding of Performance – calculations are expressed as a percent, rounded to whole numbers • Rounding of Student Group Percent – calculations are expressed as a percent, rounded to whole numbers 2005 AEA Procedures
Texas Growth Index(TGI) 2005 AEA Procedures
TGI • TGI measures individual student growth from one year to the next on the TAKS. • TGI has been developed for: Reading/ELA: grades 4 – 11 Mathematics: grades 4 – 11 Social Studies: grade 11 Science: grade 11 • TGI compares how students taking a TAKS subject test in one year perform on the same TAKS subject test in the next higher grade the following year. 2005 AEA Procedures
TGI (cont.) • An individual student TGI score indicates the amount of growth for each student in relation to growth made by all students who performed at the same level in the prior year. • TGI is calculated only for students who have test results in the same subject for two consecutive years in consecutive grades. 2005 AEA Procedures
TGI (cont.) • TGI provides a measurement of growth for students who do not pass TAKS. • TGI scores are aggregated to the campus level to create an average TGI for each campus by subject. TGI scores are summed and divided by the total number of students with TGI scores. 2005 AEA Procedures

TAKS Progress Indicator For AECs of Choice and Residential Facilities: • Evaluate the percentage of students who either pass TAKS or have a TGI score that meets the student growth requirement of 0 (zero) or higher, and • Evaluate students retesting who pass exit-level TAKS at the spring administration or in the previous fall or summer 2005 AEA Procedures
TAKS Progress Indicator Subjects For AECs of Choice and Residential Facilities: • TAKS results are summed across subjects. Summing results across subjects increases the number of TAKS results on which AECs are evaluated. 2005 AEA Procedures
TAKS Progress IndicatorStudent Groups The TAKS Progress Indicator is evaluated for All Students and the following student groups that meet minimum size requirements: • African American • Hispanic • White • Economically Disadvantaged 2005 AEA Procedures
TAKS Progress IndicatorMinimum Size Requirements • All Students performance is always evaluated. • Student groups are evaluated if the AEC has: • 30-49 tests in the group and the group represents at least 10% of All Students, or • At least 50 tests in the group 2005 AEA Procedures
TAKS Progress Indicator Standard • At least 40% in 2005 • At least 40% in 2006 • Standard is reviewed annually and is subject to change. • Higher standard is phased in to reach at least 50% by 2010. 2005 AEA Procedures
TAKS Progress IndicatorUse of AEC Data For AECs of Choice and Residential Facilities: • If the campus meets the accountability standard based on results for fewer than 10 tests, then evaluate the campus using its own performance data. 2005 AEA Procedures
TAKS Progress IndicatorRequired Improvement (RI) • AECs that do not meet the Academically Acceptable standard for the TAKS Progress Indicator (All Students or any student group) can meet the accountability criteria by demonstrating RI. • AEA RI is the amount of improvement required to meet the standard in 2 years. 2005 AEA Procedures
TAKS Progress IndicatorUse of District Data For AECs of Choice and Residential Facilities: • Evaluate the AEC on district performance of at-risk students if: • the AEC does not meet the accountability standard based on results for fewer than 10 tests, or • there are no TAKS results for the campus. • If there are results for fewer than 10 at-risk tests in the district, then special analysis is conducted. 2005 AEA Procedures
SDAA II Indicator 2005 AEA Procedures
SDAA II Indicator • AECs of Choice and Residential Facilities are evaluated on the same SDAA II indicator as in the standard accountability procedures. • The performance standard for SDAA II is set at the same level as the TAKS Progress Indicator standard of 40%. 2005 AEA Procedures

Completion Rate Indicator • Evaluate AECs of Choice on grade 9-12 Completion Rate that includes graduates, continuing students (students who return to school for a fifth year), and GED recipients. • Residential Facilities are not evaluated on Completion Rate. 2005 AEA Procedures
Completion Rate Student Groups Completion Rate is evaluated for All Students and the following student groups that meet minimum size requirements: • African American • Hispanic • White • Economically Disadvantaged 2005 AEA Procedures
Completion RateMinimum Size Requirements Completion Rates are evaluated at the All Students level if there are: • At least 5 dropouts (non-completers), and • At least 10 students in the AEC Completion Rate class 2005 AEA Procedures

Completion Rate Standard • At least 75.0% in 2005 • At least 75.0% in 2006 • Standard is reviewed annually and is subject to change. • Standard is revisited before 2007 to evaluate the effect of discontinuing the 85-day rule and the phase-in of the NCES dropout definition. 2005 AEA Procedures
Completion RateRequired Improvement (RI) • AECs that do not meet the Academically Acceptable standard for Completion Rate can meet the accountability criteria by demonstrating RI. • AEA RI is the amount of improvement required to meet the standard in 2 years. 2005 AEA Procedures
Completion Rate IndicatorUse of District Data For AECs of Choice: • Evaluate the AEC on grade 9-12 Completion Rate (including GED recipients) of at-risk students in the district if the AEC: • does not meet the accountability standard, or • has students in grades 9, 10, 11, and 12 but does not have a completion rate. • If the district does not meet minimum size requirements for All Students, then do not evaluate the AEC on completion rate. 2005 AEA Procedures
