The Ask • This briefing note seeks approval to amend the current export policy governing Bid Proposal Timber Sale Licences to provide greater flexibility in harvesting and marketing timber.
Background • No export from bid proposals in early days of program • Relaxed in over time in response to markets • Last change on coast was to make Hemlock and Balsam (H grade and poorer) eligible • Only allowing harvested surplus
Discussion • New request to move douglas fir into harvested surplus eligibility on coast • Linked issue request to make all species and grades eligible on interior bid proposals • Added option (not canvassed) all species and grades eligible on coast
Discussion • Additional issue linked by ILRA to their support for export changes • Re-instate manufacturing (equivalent volume on coast Category II sales • Needed as the forest revitilization is not working for them
Options • Options: • 1/ Change the export eligibility for bid proposals on the coast to allow for harvested surplus applications for export of douglas fir logs of H grade and poorer. • 2/ Change the export eligibility for bid proposals on the coast to allow for harvested surplus applications for export of any species or grade of timber. • 3/ Change the export eligibility for bid proposals in the interior to allow for harvested surplus applications for export of all species and all grades (same as Category II timber sales) • 4/ Re-instate the manufacturing requirement for all Category II timber sales on the coast • 5/ Status quo
