The Project Development Objective (PDO) is to support the Government of Sri Lanka’s efforts to rapidly resettle the IDPs in the Northern Province Project Profile Project Period : 2010 – 2012 (3 years) Targeted beneficiaries : 45,000 families Project Fund : US $ 75.5 Mn • Component A - Emergency • Assistance to IDPs – US $ 2 m • Component B - Work-fare Program (Cash for work) US $ 10.5 m– Co financed by AusAID. • Component C - Rehabilitation and Reconstruction of Essential Public and Economic Infrastructure - • US $ 60 m • Component D - Project Management Support – • US $ 3 m

Component B • Work-fare Program (Cash for work) • Rs. 1,186 m – Co financed by AusAID. • Rs. 99.25 Mn by Govt. of Sri Lanka • Districts covered : Jaffna, Vavuniya, Mannar, Kilinochchi, Mullaitivu • Families benefitted : 49,067 families • Total No. of Man days: 2.3 million man days • Total spent for CFW:Rs. 1,284.25 Mn

Introduction • CFW is a short-term intervention used in the Emergency Situation internationally • It provide immediate assistance through fabricating temporary employment through community based projects. • Normal projects undertaken are • Repairing roads • Clearing shrubs in the public properties • Clearing debris • Clearing canals • Clearing bungers

  6. Introduction • The methodology is relatively new, but its use has become increasingly common in disaster-affected or post-conflict environments. • Main focus was given for the programmme which was expected to improve the community participation in the villages.

  7. Objective • To recommend a generalize model for implementation of CFW programmme during post emergency context. • To evaluate the efficiency of the CFW Programme in the post emergency situation

Methodology • The study area confines in to Vavuniya, Mannar, Mullaithivu, Kilinochchi and Jaffna district in the Northern Province. • Continuous review was carried out since the begging of the CFW programme in December 2009 up to the ending of CFW programme in March 2012. • Focus Group Discussion (FGD) was carried out among • CFW beneficiaries • Community Resource Persons (CRP) • Village heads • Key Informant Interviews was carried out among • Institutional Higher-ups • Gramaniladari • Divisional Secretariats

Methodology • Impact assessment survey was carried out to find out the livelihood development of CFW beneficiaries during and after the CFW programme. • Modification of Implementation of CFW programme was undertaken throughout regular Monitoring and Evaluation process. • Finally, Generalized Model for Implementation of Cash For Work Program for post emergency situation in Sri Lanka was developed.

Findings • 87% of the beneficiaries agreed that the CFW programme was contributed drastically to uplift the livelihood of the people soon after the emergency situation like post war in Sri Lanka. • 92% of the beneficiaries commented that the Implementation method adapted by Emergency Northern Recovery Project was highly addressed the need of IDPs soon after their resettlement. • 28% of the individual participated in the FGDs suggested needs of improvement in the CFW implementation by ENReP. • 66% of the KIIs reflected that the Phasing out strategy after the CFW programme is essential for the sustainability of the CFW programme

Finding….. • Regular monitoring and evaluation identified some improvement to be made to carry out the future CFW more effective than the current. • concept of collaborating with other local and international NGOs will avoid duplication in the programme and will help to increase the coverage of the programme was also recommended during the FGDs and KIIs. • Finally the frame work was fabricated for Generalized Model to Implement the Cash For Work Program

Conclusion • Generalized Model for Implementation of Cash For Work Program for post emergency situation in Sri Lanka will provide and basic implementation framework for future implementation of CFW programme. • CFW programme with phasing out strategy will facilitate to uplift the socio economic standard of the affected community with Sustainable manner. • CFW is effective only soon after the emergency satiation.
