Defining Sexual Violence • Rape & other sexual assaults are sexual acts carried out without the consent of one of the people involved. Under the Sexual Offences Act 2003: • Rape = penetration by the penis of vagina, anus or mouth without consent. Can affect both men & women but only committed by men • Assault by Penetration = penetration of the vagina or anus by any part of the body or with an object
Defining Sexual Violence • Causing a person to engage in a sexual activity without consent = e.g. a woman who forces a man to penetrate her, or an abuser who makes their victim engage in masturbation • Sexual assault = any kind of intentional sexual touching of somebody else without their consent. Includes touching any part of their body, clothed or unclothed, either with the perpetrator’s body or with an object
National Picture • 3.2 million women aged between 16 - 59 have been sexually assaulted since the age of 16 • Approx 10,000 women are sexually assaulted and about 2,000 women are raped every week • Around one in five rapes recorded by the police are committed against children under 16 • As few as 11 % of those who have been raped inform police • The overall cost to society of sexual offences in 2003-04 was estimated at £8.5 billion

Sexual Assault Referral Centres By definition a SARC is: • A dedicated, forensically secure facility • Accessible 24/7 • Provided by a partnership • Not simply a building but a concept embracing integrated services via care pathways DoH & HO: SARC to be available in every police force area by 2011
