AC09 Purpose • In accordance with HQ US European Command Joint Task Force (JTF) and Joint Force Component Command (JFCC) Certification JMETs train the EUCOM staff, JTF (7 Army led), Joint Force Air Component Commander (JFACC – 3AF led)), Joint Force Maritime Component Commander (JFMCC- C6F led), Joint Force Special Operations Component Command (JFSOCC-SOCEUR led) and selected US Strategic Command (STRATCOM) and US Transportation Command (TRANSCOM) elements to conduct joint operations in response to a crisis affecting the EUCOM Area of Operations (AOR).
AC09 Training Objectives • Conduct Military Combat Operations (MCO) and transition to Reconstruction and Stabilization (R&S) • Certify USAREUR/7Army as a Joint Task Force • Further testing and refinement of Interagency Management System • Integration of Civilian Response Corps new hires into crisis response planning • Elevate importance of interagency coordination to civilian and military senior leadership
BLUF • Great support and hunger for interagency participation • Security, communication and access remain big problems • ACT unit under-resourced for CAP
What is the IMS Interagency Management System for Reconstruction and Stabilization (IMS): • System designed to provide policymakers in Washington, COMs, and military commanders with flexible tools to achieve: • Integrated planning processes for unified USG strategic and implementation plans, including funding requests; • Joint interagency field deployments; and, • A joint civilian operations capability including shared communications and information management. • For highly complex crises and operations which are national or security priorities, involve widespread instability, may require military operations, and where multiple U.S. agencies will be engaged in the policy and programmatic response.

Challenges • Conflicting exercise objectives (military vs civilian/interagency) • Understanding where exercise ends and reality begins • Meeting all requests —the ACT can’t be everywhere they are asked to be • White cell can quickly be overwhelmed
