New Service • New pricing structure • £15 - 4 items, £30 – 8 items, £45 – 13 • 25% concession if on benefits etc • £10 each for white goods • Full cost recovery for DIY waste – quote • Collections within 10 days
Impact of new bulky waste policy (1) • ~75% reduction in service requests • Income £122k, collection costs ~£210k, net cost of ~£88k = saving of £86k • No adverse impact on flytipping – down from 2322 to 1982
Impact of new bulky waste policy (2) • HWRCs overall tonnage up from 40,885 tonnes to 42,874 tonnes • Increased HWRC recycling/recovery rate from 64% to 68% • BUT charges not popular in the SE area!

New Garden Waste Service (1) • Annual charge £20 per bin • £1.50 roll 10 bio bags (phased out 2010) • Fortnightly, 20 collections from March to end of Nov each year – stop in winter • Extended coverage Berwick coastal villages
New Garden Waste Service (2) • Charges highly unpopular – lots of adverse press coverage, but only 108 complaints! • 38% drop in take-up (mainly Tynedale), 25,500 to 16,000 customers. • Recovered 3,900 bins for reuse
