BICY Cities & Regions of Bicycles Seminario sui Fondi Europei, Politica di Coesione e Nuova programmazione 2014-2020 Sabato 28 gennaio 2012 - Bologna Project’s presentation Luciano Natalini
BICY’s general objectives • The achievement of a higher sustainability in transport • New pan-European rail corridors, new motorways, inter-modal platforms are useful to improve the transport of people and goods on the long distances, not to solve the problems affecting internally the congested areas, especially urban.
BICY’s general objectives • Approximately 80% of all urban trips are for distance by less than 5 kilometers • A wide and extensive use of bicycles would give a relevant contribution to reducing traffic congestion, pollution and hence the emission of CO2, with great positive effects on save of time whilst circulating (and parking), improvement of health population and struggle against the climate change.
Coherence with CE overall objectives • If the cycling mobility level was assumed as an indicator of cohesion, the CE area wouldn’t clearly be marked by a good level of cohesion and equal implementation of strategic EU policies. • You can find in this part of Europe cities like Ferrara and Graz with respectively more than 30% and 20% (in the city centre) of urban trips made by bicycle, and many others (included territories involved in BICY) which reach a score from 0 to 3-4% (as in the case of Vienna, in spite of a bike infrastructure of approx. 800 km)
Specific Objectives • Develop a coherent and integrated urban-regional bike planning, as a strategic component of the entire urban-territorial planning; • Promote cycling as a key component of public transport; • Raise awareness of local decision makers and citizens about the bicycle as an equivalent means of urban transportation and a valid replacement of the car for shorter trips • Promote the bicycle as a modern, ecological and safer means of transportation – especially in the NMS where cycling is often associated with poverty • Strengthen the frontrunners experience, also with new and innovative technologies – and, at the same time – enable policy makers and relevant stakeholders of lagging behind areas to learn from the first; • Generate, share and exchange reproducible new ideas, appraches and experiences; • Provide quantitative evidence through consolidated indicators, that a widespread modal shift toward cycling and walking does indeed improve the quality of (urban) life; • Promote a trans-national cross-fertilisation between similar projects and partnerships working in the same field; • Implement concrete actions, conceived at trans-national level that are then customized locally and thus able to achieve tangible outputs related to new mobility strategies.
