  1. REAL-TIME ENVIRONMENTAL MONITORING IN CONSTRUCTION: A RISK MANAGEMENT FRIEND OR FOE? Presented By: Michael Wiebe, ARM PE mike@wiebeassoc.com Bruce D. Groves, CIHbgroves@emilcott.com

  2. SPEAKERS Michael Wiebe, ARM, PE - President, Wiebe Associates, LLC; Sleepy Hollow, NY Bruce D. Groves, CIH – President, Emilcott Technologies, LLC; Morristown, NJ

  3. AGENDA Introduction The Impact of Big Data in EHS in Construction Risk Management Issues Technology Questions and Answers

  4. CONSTRUCTION US Construction projected to be $946 Billion in 2014 Construction is disruptive, dirty, unpopular and potentially hazardous Exposures - What was previously anecdotal is now quantifiable! How does that change the Risk Management strategies?

  5. BIG EHS DATA IN A BOX

  6. ENVIRONMENTAL MONITORING SYSTEM TECHNOLOGY Innovation, Innovation, Innovation Detectors, Sensors and Bundling Field Computers Wireless Communication Database Processing User Interfaces and Visualization

  7. CONSTRUCTION EXPOSURES AND HAZARDS Noise Vibration Dust, Particulates, and Aerosols Fumes Vapors and Gases Radiation – Ionizing and Non Ionizing

  8. BIG DATA OPTIONS AT CONSTRUCTION SITES Particulates and Aerosols Vapors and Gases (TVOC) Real-time Chemical Screening with Automated Sampling Reduced Sulfur and Hydrogen Sulfide – Odor Quantification Weather and Wind Speed and Direction Noise (AUDIO clip) Vibration Optical sensors Video

  9. Recording of this session via any media type is strictly prohibited. 2013-2018 – New NY Bridge Construction • $4 Billion 5 Year bridge construction project • Much public pressure – locally very unpopular • Real-time Monitoring promised, mandated and deployed

  10. To Gain Support - Environmental Monitoring was Promised: • Up to12 stations conducting real-time monitoring: • Dust (PM 2.5, 10 and Total), • Noise and Vibration • Wind Speed and Direction

  11. 5 YEARS OF BIG DATA • Dust, Noise and Vibration Readings 24x7x52x5 • 43,680 hours x 12 stations • 524,160 hours of sampling results anticipated • Data every 15 seconds = Millions of sampling points

  12. RISK MANAGEMENT CASE $100 MM construction of office building on urban Brownfield site 10th Brownfield Construction Project 8 Stations -18 months – Dust, Noise and Vibration 24/7

  13. RISK MANAGER ASKS: How will this be different than the other 9 projects? Who will get access to this data? Will it change how we perform the construction? Will it add cost to the project? What are the consequences to generating all this data?

  14. EHS MANAGER SUMMARIZES: There is a high probability of exceedances Exceedances may not be related to construction There will be a need for more resources to handle the real-time flow of data and to be able to respond There may be significant consequences from bad results There will be much data It will be a different project than the other 9..

  15. RISK MANAGEMENT IMPACTS: HOW THIS DATA IS USED Optimize Controls and Work Practices to improve conditions Defend Spurious Claims Measure projects contribution to real claims Support claims that are not legitimate Create concerns that are not real

  16. UNCONVENTIONAL CONSTRUCTION Landfill reopened after 35 years to support solar farm Hundreds of trucks with demolition/construction debris Odors begin immediately in late 2012

  17. RESULTS

  18. OUTCOMES Thousands of notifications >30 ppb sent to hundreds of people 24/7 Successful legal challenge to stop landfill activities Regulators accelerate implementation of permanent remedy Legislation passed in 60 days and the State has taken over the site Projected $60 MM remedy will be paid by the State’s Insurance

  19. EHS BIG DATA MONITORING SYSTEMS It’s all about the data Technology no longer limits the information that is available…. What data do we need and want? Need to re-interpret the results!

  20. INTERPRETING THE DATA - ALERTS AND THRESHOLDS Pass/Fail – Exceedances are your Foe! Options Trends Relationships • Offsite/Onsite • Between Stations Correction Factors

  21. RELATIONSHIPNOTIFICATIONS PM 2.5 15 MIN TWA – ROLLING AVG

  22. BIG DATA IN EHS BEYOND CONSTRUCTION Industrial Sites Sensitive Receptors Refineries, Chemical and Pharmaceutical Sites Hospitals – Indoor Areas of Complaints

  23. SUMMARY Big Data is being used today in measuring Environmental (EHS) Performance in Construction This data can be used to better manage and optimize performance and reduce risk if these tools are understood and utilized correctly Construction Operations and Management must embrace this fact and make changes to integrate this data in how they make day to day decisions Ultimately big EHS data can be your best friend in construction but the journey requires using this data to realign priorities and make appropriate sustainable changes
