  2. SCFOA Sideline Rule 2009 • Adopted Change: • Applies to all SCFOA football games • VARSITY and SUB VARSITY games • NFHS Rule Change • Effective during regular and post-season • Data must be compiled by each local officials association

  7. Sideline Safety Rule • New NFHS Football Rule for 2009 • Require that schools/fields place a “solid” restraining line a 2-yards belt outside the sideline all the way around the field • Including in front of the team bench areas • This is an extension of the current rule

Live Ball Enforcement • Coaching Area must be vacated when SNAP is IMMINENT • Up to 3 coaches may be in the Coaching Area during dead ball periods • When is snap IMMINENT? • Play called and player returns to team?No • Team gets play in huddle? No • Huddle breaks? No • QB is calling signals? YES!

  11. Enforcement Procedures • First Infraction • Sideline Warning (no yardage) • Flag on ground • Signal 15 • Second Infraction • Sideline Interference • 5 yards • Signal 29

Enforcement Procedures • Third Infraction • Sideline Interference (15 yards) • Signal 27 followed by • Signal 29 • This unsportsmanlike foul is charged to the head coach, unless offender can be specifically identified • Two unsportsmanlike fouls charged to a coach will result in the ejection of the coach • Referee must report the incident to the SCHSL via Arbiter Sports Ejection form

Enforcement Procedures • Professional Media Members • 1st Infraction on Media Member • Sideline Warning – No Yardage • 2nd Infraction on Media Member • Sideline Warning – No Yardage • 3rd Infraction on Media Member • Sideline Interference – 5 yards • Charged to team on side where infraction occurred (ask administrator to move person)
