Organizational Update Following significant accomplishments of 2007 with NIEM 2.0 release, and the increased interest thereafter, the initiative was due for a realignment of its: • Organizational structure and processes; • Focus on committee “outputs” (or deliverables); and, • Refinement of short and long term plans. Results include the following….

  4. Organizational Results • New Staff positions and Committee Support Managers (aka “fellows”) Awards: • Maria M. Cardiellos – PMO Deputy Executive Director (State of New Jersey) • Jim Pingel – NBAC Fellow (State of Wisconsin) • Pisey Frederick – NTAC Fellow (Industry) • Russell Moody – NC&OC Fellow (Industry) • The collective team took on the following challenges: • Assessment of the PMO and Committees; • Definition of requirements to meet changing needs of Program and stakeholders; and, • Development of processes, program materials, and definition of measured progress on key deliverables per committee.

Organizational Results cont. • We are nearing the completion of: • A Program Implementation Plan; • Updated Committee Charters; • Committee Project Plans; • Supporting Timelines; and, • Budget Management Processes and Tools. It is this “total picture” that should provide us with the structure for future advancement and generations of NIEM.

  6. Committee Outputs Running in parallel to organizational alignment…. NBAC • Membership reassessment representative of current and future members • IEPD repository for reference and re-use • Value proposition for current and most importantly future participants NTAC • Continued development of modeland framework • Version independence strategy • Tool strategy development and maintenance • Federated registry

NCOC • Refinement of adoption and use model as a user bank of stakeholders nationally and across domains • Speaker bureau process and re-useable tools • Update of library of policy, operational and technical documents supporting the needs of the user community • Continued development and delivery of the programmatic messages NPEP • Identification and development of key exchange areas for data sharing among current and future domains addressing national priorities on federal/state/tribal levels and across domains

  8. Long Term Planning To review a more detailed update, and, focus on long term planning, there will be an Executive Offsite Planning Session held in May, 2008. • Agenda is in development; and, • Dates/location is being finalized.

Adoption and Use Update The process definition for identification, data collection and maintenance of timely and accurate project information is critical… For such a complex problem or “challenge”, the solution must be multifaceted. We must seek the involvement and support of: • Known end-users, • Membership organizations, • Funding mechanisms, • Training processes; and, • Many, many tools.

  10. Adoption & Use Update cont. While reassessing and updating the current processes however, many accomplishments have been realized… Common Terrorism Information Sharing Standards (CTISS) progress…. • The “federal version” of the Suspicious Activity Report (SAR) was completed as the first functional standard using NIEM. • Under the direction of BJA, this effort was accomplished with contributions from the IJIS Institute, SEARCH and IIR. • Associated pilots were awarded for Fusion centers in Albany, NY; Richmond, VA; and, the Florida Department of Law Enforcement. • A SAR to support “state and local” needs was also successfully completed.

Adoption & Use cont - NGA The National Governors Association (NGA) Center for Best Practices and the Bureau of Justice Assistance awarded five states $50,000 grants to implement pilot projects that will benefit public safety through the improved sharing of information. NGA is providing project participants with customized technical assistance and conducting two policy academy workshops where states can share their experiences and best practices.

  12. A/U: NGA NIEM Pilots cont. Awardees include…. • Wisconsin Integrated Justice Information Sharing (WIJIS) program will develop a NIEM compliant information exchange to facilitate the sharing of drug case information across disparate case management systems. • New York State Division of Criminal Justice Services (DCJS) will develop a NIEM information exchange to be used in the exchange of a New York Intra-state Criminal History Records. • Alabama Criminal Justice Information Center (ACJIC) will migrate its Uniform Crime Report (UCR) to a NIEM-compliant version. • Pennsylvania Justice Network (JNET) will create a NIEM compliant Court Case Event message. • Washington Justice Information Network (JIN) proposes to establish a pilot exchange project to develop the technical specifications for law enforcement access to driver photos.

Adoption & Use Update cont. • DHS including Immigration and Customs Enforcement, Customs and Border Protection, Infrastructure Protection, Geospatial Management Office, and the US-VISIT Program (Nearly 50 IEPD’s implemented or in development); • Emergency Data Exchange Language (EDXL); • DOJ including the Litigation Case Management System (LCMS), the FBI Regional Data Exchange (N-DEx) and Regional Data Exchange (R-DEx) Systems and Sentinel project, and the Law Enforcement Information Sharing Program Exchange Specifications (LEXS); • International Justice & Public Safety Network (Nlets); • ODNI Program Manager for the Information Sharing Environment (PM-ISE); • States including Alabama, Arizona, California, Colorado, Connecticut, Florida, Kansas, Kentucky, Maryland, Massachusetts, Mississippi, Missouri, Nevada, Nebraska, New Jersey , New York, Ohio, Pennsylvania, Tennessee, Texas, Washington, Wisconsin, Wyoming; and, • Counties including Fairfax County, VA and Los Angeles County.

  14. NIEM FAQs Lack of clear information can adversely affect adoption and use decisions. • Some questions or issues occasionally arise about: • NIEM scope; • NIEM fit within an information sharing architecture; • NIEM cost and funding issues; • NIEM model stability and complexity; • Frequency of major NIEM releases; • Level of adoption and use; and/or, • Universal versus Common Core Components in NIEM 2.0. “There is often some underlying truth behind confusion….” • We need to identify and address these truths – look for opportunities to improve the model, the program, and the message. Several clarifications will be provided in a near complete update to the NIEM FAQs – more info (via link or other) will be provided asap
