Iraqi Leader Talks Security in IranAssociated PressBy QASSIM ABDUL-ZAHRA 08.08.07, 3:36 PM ET • TEHRAN, Iran - Iraqi Prime Minister Nouri al-Maliki appealed to Iran on Wednesday for greater cooperation in easing his country's violence, even as the United States has stepped up accusations that Tehran is arming Iraqi Shiite militants. • Al-Maliki's Shiite-led government is closely tied to predominantly Shiite Iran and has been reluctant to openly embrace the U.S. claims against Tehran. • Instead, Baghdad has been struggling to strike a balance between the bitter rivals, the two countries with the largest sway over Iraq. The Iraqi prime minister's visit to Tehran came two days after U.S. and Iranian experts held talks in Baghdad on improving Iraq's security.

U.S. kills dozens in raids on Shiite area of Baghdad • BAGHDAD: U.S. aircraft and soldiers attacked Shiite militiamen in northeast Baghdad on Wednesday, killing 32 and capturing 12 in a raid that coincided with Prime Minister Nuri Kamal al-Maliki's visit to Tehran. • The raids took place in Sadr City, Baghdad's huge Shiite slum. Afterward, neighborhood women shrouded in black wept and accused the Americans of attacking civilians. The Iraqi police and witnesses said the raids had killed nine civilians, including two women, and wounded six others. • The United States accused the people it fired upon of smuggling armor-piercing roadside bombs from Iran, which has denied that it supports militants in Iraq. • Maliki, on a state visit seeking both security cooperation and more electricity from Iran, had no immediate comment. • Iraq, which like Iran is majority Shiite, has managed a difficult balancing act between Tehran and Washington since the U.S.-led invasion in 2003, trying to maintain good relations with its powerful neighbor while not angering the Americans.

More ministers walk out on Iraq PM • The unity government of Nuri al-Maliki, Iraq's prime minister, has been plunged deeper into crisis after five ministers withdrew from cabinet meetings, less than a week after the main Sunni Arab bloc quit. • Seventeen ministers - nearly half of al-Maliki's cabinet - have now quit or are boycotting meetings, leaving it with no Sunni members. • The boycotting ministers all belong to the political bloc loyal to Iyad Allawi, the former interim prime minister. • The group of mostly secular Sunnis and Shia accused al-Maliki of not responding to their demands for political reform.

Bush Differs With Karzai on IranCAMP DAVID, Md., Aug. 6 • — President Bush and President Hamid Karzai of Afghanistan, close allies in fighting terrorism, found much to agree on as they completed a two-day meeting here on Monday, with one major exception: the role of Iran in AfghanistanMr. Karzai characterized Iran as “a helper” in a CNN interview broadcast Sunday. But when the two men greeted reporters here on Monday, Mr. Bush pointedly disagreed, saying, “I would be very cautious about whether the Iranian influence in Afghanistan is a positive force.” • Iran has sent workers to Afghanistan to provide aid to villages, but American officials contend that Tehran is also funneling weapons into the country. Mr. Bush has long viewed Iran as a state sponsor of terrorism, and is deeply suspicious of its nuclear ambitions, a view he reiterated Monday even as he said he was “willing to listen” to Mr. Karzai’s position. The president knows best about what’s taking place in his country, and of course, I’m willing to listen,” Mr. Bush said. “But from my perspective, the burden of proof is on the Iranian government to show us that they’re a positive force.” • It was a rare moment of daylight between the American and Afghan leaders. President Bush has been trying to shore up Mr. Karzai, who faces a host of challenges, including a resurgent Taliban, a booming opium trade, government corruption and the threat of Al Qaeda. A recent national intelligence estimate concluded that the Qaeda network had reconstituted itself in the mountainous territory along the Afghanistan-Pakistan border.

Iran to Construct Railroad in Saudi Arabia • TEHRAN (Fars News Agency)- The Islamic Republic of Iran will participate in the construction of a 150km-long railroad in Saudi Arabia, Iran's Trade Promotion Organization said. • Director of the organization's public relations department said that the contract for Iran's participation in the project was signed during a visit to Riyadh in April by an Iranian delegation. Mohammad Esma'eel Nazari added that the two sides also signed an agreement for the export of 2,000 Iran-made cars to Saudi Arabia. "They also signed agreements for the construction of a detergent production factory and lead and zinc production lines by Iranian engineers and experts in Saudi Arabia," he added.

  9. U.S. Civic Group Visits N.Korea • A group of U.S. nuclear experts will be visiting North Korea. Among the team are members of Stanford University's Center for International Security and Cooperation professor John Lewis and director Siegfried Hecker. • The two visited the Yongbyon nuclear plant in 2004 as the first outsiders following Pyongyang's ban of UN nuclear monitors from the facility in 2003. • A U.S. government official is said to be planning to travel with the experts but Washington has yet to elaborate on the purpose of this particular trip. • Arirang News

State Department Analyst Joins U.S. North Korea Trip (Update1) By Nadine Elsibai • Aug. 7 (Bloomberg) -- A U.S. State Department analyst will travel with a private academic delegation in North Korea this week on a fact-finding mission as the communist regime takes steps to curtail its nuclear-weapons program. • John Merrill, who works in the department's Bureau of Intelligence and Research, accepted an invitation from Stanford University Asia-affairs professor John Lewis to join the trip ``in a research capacity'' aimed at widening his knowledge of North Korea, department spokesman Gonzo Gallegos said. • ``The group will not be acting on behalf of the U.S. government or carrying any official message,'' Gallegos told reporters in Washington today, adding that no negotiations will be held. • The State Department referred questions about the academic delegation's itinerary to Stanford, located near San Francisco. Jack Hubbard, a spokesman for Stanford, said in a telephone interview that Lewis is currently in North Korea and ``does not engage in public discussions'' about his agenda or itinerary. • Sharan Daniel, spokeswoman at Stanford's Center for International Security and Cooperation, said Lewis will not make details about his trip available to the public. Lewis is a founder and current researcher at the center, she said in a telephone interview. • Lewis specializes in Chinese politics and directs the Project on Peace and Cooperation in the Asian-Pacific Region at Stanford, according to the university's Web site.

America, and Japan (JBIC) would be better. • Give an estimate of profits for each member of OPEC • Review the projects of OPIC and JBIC for information. • Check on the environmental interest in the Saudi Universities • Clark • Use the last presentation as the “Down side” unwillingness of Israeli conservatives to allow agreements to prceed. • Include the concept that we discussed at dinner of bringing a new generation to understand peace through funded developments projects in Palestine. Check out the Japanese site on their peace effort and expand and roughly price it for the Palestinian population. • Just assume that the war mongers and terrorists will be ignored by the peace project and give details and proposals on the tourism and infrastructure investment.

Saudi Arabia backs ME peace planWed, 08 Aug 2007 04:11:08 Source: Agencies • Saudi Arabia voices its support for the Washington-sponsored Middle East peace conference for establishing a viable Palestinian state. In a press conference on Tuesday, the Saudi Foreign Minister Prince Saud al-Faisal applauded Middle East peace plan proposed by the United States and discussed Riyadh's stand on the subject. Al-Faisal demanded a viable Palestinian state on contiguous territory. He failed to address the issue of the Zionist Regime's refusal of a withdrawal from all the occupied lands in the 1967 war. However, Arab countries had previously stated the necessity of a full withdrawal in an Arab summit in March. The senior Saudi royal underlined the importance of "establishing a viable Palestinian state on contiguous territory." Saudi Arabia already indicated that Washington would have Riyadh's support for the American peace initiative, should the conference focus on the core elements of Palestine-Israel conflict. Senior Saudi Royal reiterates the importance of a Palestinian state.

From Wikipedia • The Beirut Summit (also known as the Arab Summit Conference) was a March 2002 summit meeting, held in Beirut, Lebanon, between leaders of Arab nations to present plans to defuse the Israeli-Palestinian conflict. It became especially noteworthy for the adoption, by the Arab states attending, of a proposal offering a comprehensive peace between the Arab nations and Israel, called the Arab Peace Initiative. • The proposal, from Saudi Arabia (itself something of a novelty, as the Saudis usually prefer to be less forward on the world diplomatic stage) stated that should Israel: • withdraw from all territories occupied since the 1967 Arab-Israeli war, • provide a just solution to the Palestinian refugee problem, and • recognize the establishment of a sovereign and independentPalestinianstate in the West Bank and Gaza Strip • then the Arab countries would in turn recognize Israel, enter into peace agreements with it, and establish normal relations with it. • Jordan's foreign minister said: • The Arab initiative put forth at the Beirut Summit in March offers comprehensive peace in the region based on the internationally recognized formulation of "land for peace" -- a return to June 4, 1967, borders in exchange for normal relations and a collective peace treaty.

From Agreement between Saudi Arabia and Japan, April, 2007 • With regard to the Middle East peace process, both sides reaffirmed that a just and comprehensive solution to the Arab-Israeli conflict based on the internationally legitimate resolutions would be the bedrock of the stability in the Middle East and would eliminate a main source of tension and the threat to international peace and security. In this connection, both sides stressed their support for the creation of an independent and viable Palestinian state, stressing the importance of the Arab Peace Initiative as approved at the Beirut Summit in 2002 and confirmed by the Arab Summit in Riyadh in 2007 and the Roadmap. The Japanese side highly appreciated the efforts by the Custodian of the Two Holy Mosques, King Abdullah Bin Abdulaziz Al-Saud as seen in the Mecca Agreement in February 2007. Both sides welcomed the announcement of the formation of a government of the Palestinian national unity on March 16, 2007. Both sides called on the international community to facilitate and increase their assistance to the Palestinian people while confirming to continue their assistance to the Palestinians. The Saudi side expressed its appreciation for Japan's efforts in supporting the Middle East peace process, such as the concept of the "Corridor for Peace and Prosperity."

The First Technical-Level Meeting of the Four-Party Consultative Unit for the Concept of the “Corridor for Peace and Prosperity” at Dead Sea Panoramic Complex in Jordan • The first technical-level meeting of the Four-Party Consultative Unit for the concept of the “Corridor for Peace and Prosperity” was held on June 27 (Wed) at the Dead Sea in Jordan with the participation of experts from Israel, Japan (headed by Mr. Shinsuke Sugiyama, Deputy Director-General of the Middle Eastern and African Affairs Bureau), Jordan and Palestine. This meeting was a follow-up on the agreement reached at the Start-up meeting of the Four-Party Consultative Unit hosted by Japan last March.The meeting was conducted in a frank and friendly atmosphere and the Four Parties had a constructive exchange of views on various issues related to the development of the concept. • The outcome of the meeting is as follows; • - The Japanese side briefed the current status of the Feasibility Study (F/S) and its future schedule. Each of the Four Parties explained about its respective cooperation to be extended in order to formulate related projects. • - The Four Parties expressed their views on the possible location of the agro-industrial park, and agreed to decide the location as soon as possible while taking the progress of the F/S into consideration. • - The Israeli side expressed its agreement for the reconstruction of Damiya (Prince Mohammad) Bridge and the other Parties welcomed the decision. The Four Parties agreed to further discuss on the details of this issue. • - The Four Parties agreed to establish a contact mechanism which is aimed at directly sharing information and coordinating among the Four Parties in order to materialize the concept. • - The Four Parties agreed to hold the next technical-level meeting in the region in the second half of October.
