Owsley County Demographics • Located in beautiful southeastern Kentucky, Owsley County has a population of 4,755. Of this 4,755 population, 98.5% are white, 22% are under age 18 and 16% are 65 and older. Historically a small-scale farming area, not a coal-mining county, the closing of a data entry plant, Source Corp, coupled with the Federal legislation that impacted tobacco farming has been a factor in Owsley’s evolution into the poorest county in the country. Owsley has an overall child poverty rate of 56%. Owsley, with median income decreasing to $18,869 from $20,346 in 2000, had the lowest median household income outside of Puerto Rico with an overall poverty rate of 41.5% (US CENSUS 2010)
