State Data Center / Federal State Cooperative Program for Population Estimates Joint MeetingRecent Developments:MAF/TIGER Enhancements Program Linda M. Franz Assistant Division Chief for Geographic Partnerships Programs U. S. Census Bureau March 29, 2004 Boston, MA
Five Objectives for the MAF/TIGER Enhancements Program (MTEP) One–Correct the locations of all streets and other map features used for orientation (in TIGER) and implement automated change detection methods 2000 1998
Five Objectives for MTEP(Cont’d) Two–Develop/deploy anew MAF/TIGER processing environment based on COTS and GIS tools Finding the Right Balance Off-the-shelf Applications Application Development Time Performance Modernized MAF/TIGER Processing System Standards Interoperable Tools Custom Applications
Five Objectives for MTEP(Cont’d) Three–Expand and encourage geographic partnership programs with state, local and tribal governments, other federal agencies, and the private sector
Five Objectives for MTEP(Cont’d) John Jones Rural Rt. 2 County: St. Mary’s Block: 1023 Lat: 41.38254 Long: 70.642135 ? • Four–Implement the Community Address Updating System primarily for rural areas (areas without city-style mailing addresses) to ensure a complete and accurate MAF/TIGER nationwide
Five Objectives for MTEP(Cont’d) Five–Implementperiodic evaluation activities to provide more and better quality measures and to guide corrective actions needed to further improve MAF/TIGER
MTEP Objective 1 – MTAIPCurrent Status • Objective 1 • MAF/TIGER Accuracy Improvement Process (MTAIP) • Status • Production schedule • Lessons learned • Feedback to source providers
Objective 1 MTAIP Production Schedule 800 700 I N P R O G R E S S 600 500 400 300 D O N E 200 100 0 GFY 2003 GFY 2004 GFY 2005 GFY 2006 GFY 2007 GFY 2008 250 600 700 700 600 383 Initial Realignment
MTAIP Lessons Learned • Census Bureau requirements can be very different from State/Local/Tribal GIS files • Street centerline approach differs from cadastre-level geography • Local files may not follow Census Bureau definition of topology
MTAIP Feedback to source providers The Census Bureau will offer a “local edition” TIGER/Line file that includes information about the data used to realign TIGER to local source providers.
MTEP Objective 2 - MAF/TIGER Processing EnvironmentCurrent Status • High-level system requirements • Underway • Market research on spatial database and GIS applications • Underway • Maintenance of existing legacy software • No new enhancements
MTEP Objective 3 – Partnerships Federal AgencyCurrent Status • USGS – The National Map • Providing road and governmental boundary layers • Provided two enhanced counties for test delivery purposes • Census Regional Office/ USGS State Liaison
MTEP Objective 3 – Partnerships Federal AgencyCurrent Status • Hosted multi-agency meeting on utilization of existing imagery • FEMA, NGA, NOAA, USDA, USGS • Geospatial One-Stop steward for two data themes • Administrative and Political Boundaries • Culture, Society and Demography
MTEP Objective 3 – PartnershipsTIGER Enhancements DatabaseCurrent Status • TED – TIGER Enhancements Database • An inventory of geospatial data sources • Census plans to make TED extracts available to interested federal agencies and state and local governments via national organizations that coordinate or provide spatial data
TIGER/Line 2003 • Released • New data for Metropolitan and Micropolitan Statistical Areas • 2002 Economic Census geography • Few feature updates • FGDC-compliant metadata at county level
Ongoing, New, and Planned Developments TIGER/GML • WebTIGER • WebBAS • TIGER/Can • Group quarters geocoding project
TIGER/GML Potential uses • Interact with State/Local/Tribal GIS Files • Public correction of American Fact Finder errors • Digital Exchange Process with Local Government partners • Boundary and Annexation Survey • Local Update of Census Addresses • Field Map Spotting
WebTIGER • Ability to view maps of and download data from the Census Bureau's TIGER® geographic database without specialized software • Serves TIGER® data and map images over the Internet using Geography Markup Language (GML) • OpenGIS Consortium (OGC) standards compliant • WebTIGER utilizes TIGER/GML
Currently, the annual Boundary and Annexation Survey (BAS) is conducted in a paper format • WebBAS permits local governments to update TIGER governmental unit boundaries over the web • Work on prototype to continue in FY 04 • OpenGIS Consortium (OGC) compliant • Integrates geospatial and form data to allow web-based alternative for respondents WebBAS
Group quarters geocoding project • Initial focus on college dormitories • May – December 2004
