OBSOLETE PESTICIDE DISPOSAL PROJECT IN ETHIOPIA • Pilot project to Africa Stockpiles Programme (ASP) • Project carried out in 2001 - 2003 • Ekokem was selected after bidding competition • Financed by the Netherlands, Sweden and USA through the FAO of the UN • 1500 tonnes from over 220 different stores all over the country • Included ~ 400 tonnes of POPs pesticides: Aldrin, Chlordane, DDT, Dieldrin, Endrin, Heptachlor, HCB • Obsolete stocks accumulated over the last 40 years
OBSOLETE PESTICIDE DISPOSAL PROJECT IN ETHIOPIA • Local project personnel, incl. 25 MoA staff, trained by Ekokem • Management and supervision of the work in the hands of 3-6 Ekokem ex-pats in co-operation with MoA staff • All the packaging materials and equipment needed in the project were imported • The pesticide wastes were shipped to Ekokem/Finland and disposed of by high temperature incineration
OBSOLETE PESTICIDE DISPOSAL PROJECT IN ETHIOPIA • Strict Health & Safety standards were followed, e.g. • Personal protective equipment • Task based risk assessments • Paramedic available on site all the time • Cholinesterase tests • Local transportation carried out according to ADR • Waste exportation according to IMDG • Export-import licenses according to Basel Convention and EU Council Regulation No. 259/93 • High temperature incineration according to strict EU standards in Finland
OBSOLETE PESTICIDE DISPOSAL PROJECT IN ETHIOPIA • Difficulties / challenges: • Bureaucracy, especially in the Notification procedure, customs… • Long distances, road conditions • Rain season / hot weather / altitude • Lack of suitable transport equipment • In some cases inventories incorrect • Illnesses (diarrhoea, flu, malaria) • Long duration of the project + all the difficulties mental exhaustion of the project personnel

OBSOLETE PESTICIDE DISPOSAL PROJECT IN ETHIOPIA • Capacity built for future operations (in Ethiopia still exist obsolete pesticides) • 25 regional local counterparts trained to supervise inventories and repackaging operations • 3 national local counterparts for managing implementation of collection, centralisation and repackaging operations, as well as Notification procedure • Trained local workers to carry out repackaging work • Practical awareness of the Notification procedure and transport regulations
