CARGO HANDLING OPERATIONS • Port Authority identified challenges and implemented solutions to improve the quality of service to its stakeholders, namely, Shipping Agents, Hauliers, Manufacturers, Customs Brokers.
CARGO HANDLING OPERATIONS • CHALLENGES • Space - limited expansion possibilities • Equipment - Aged Fleet which compromise performance • Management – poorly structured and lacking focus • Industrial Contract - not designed for modern container operations • Systems – Manual receipt, storage and delivery procedures • Health Safety & Environment – a deficient H.S &E Work environment • Pricing – obsolete Tariff structure
CARGO HANDLING OPERATIONS • Initiatives implemented from 2005 : • SPACE • PATT has developed 2.4 Ha of land at Spectrum, for the storage and delivery of new and used vehicles. • To facilitate easy access to/from the Main Port area a Bridge connecting West Gate to Spectrum was constructed. • This additional area at Spectrum has allowed PATT to increase the area dedicated to container handling.
CARGO HANDLING OPERATIONSSpace cont’d • over 300 vehicles which were previously stored on port compound were auctioned thus increasing space for cargo operations. • We have disposed of obsolete equipment -trucks, trailers

CARGO HANDLING OPERATIONS • Operational Systems Improvements: • Upgrade of the CTMS System – Automated Billing Module for vessel operations – Feb, 2007 • Benefits – more efficient billing system • Electronic receipt of manifests • Ability to interface with Customs and Excise Division
CARGO HANDLING OPERATIONS Improvement of Deliveries/Truck Turnaround: • Completion of New Automated West Gate • Automatic ID System • Equipment Interchange Receipt (EIR) records • Faster Gate Processing • Improved Security • Review of Traffic Flow - Container Terminal • Improved Terminal Safety
CARGO HANDLING OPERATIONS Infrastructural Upgrade: • Outsourcing of CFS operations– RFP’s are out for a prospective operator (Removal of Sheds 9 would free up space for the storage of containers) • Refurbish Sheds 3 & 4. At present, works are in progress at Shed 3 • Installation of new Aids to Navigation for Harbour Channel and Basin.
CARGO HANDLING OPERATIONS • New Industrial Contract Initiatives • Implementation of 5-in-7day work system • New Work Methods – multi-tasking Workforce, practice of hot-seating, etc • Removal of Restrictive Practices – Prompt start times, Merit-based system, etc • Emphasis on Permanent employment rather than Casual labour • Introduction of Performance based Bonus • On-going Training/Certification of Equipment operators

Collaborative effort from all stakeholders – Shippers, Agents, Consignees, Customs, Brokers, Manufacturers, Hauliers, other agencies • Adhering to rules of Planned Delivery System • Timely submission of cargo handling information – At least 24 hrs prior to arrival
Facilitating Inter-Island Transport • Operation of High Speed Ferries: • T & T Express – Passenger ferry( owned by GORTT) • The CAT – passenger Ferry (on Lease) • INCAT 60 – expected July, 2007 • Warrior Spirit/M.F Panorama - dedicated cargo ferries • New Ferry Passenger Terminal (POS) – completion by March, 2007 • Purchase of 20 roll on/roll off trailers – Expected May,2007 • Redesign and Upgrade of Facilities at POS/SCAR
