Transit Center at Manas • Located near Bishkek, Kyrgyzstan • Facility is operated by the U.S. Air Force 376th Air Expeditionary Wing (376 AEW) • Missions: • Airlift • Onward Movement for joint/coalition personnel • Aerial Refueling • Humanitarian Assistance/Theater Engagement • 24/7 Operation • Serves 50,000 transients per month on average • Average on deck time for deployers: 36 hours

NAVCENT FWD HQ Manas • Reports to Commander, Task Force IA in Bahrain • Established January 2012 • Missions: • Onward Movement of Sailors to Afghanistan • Pay, Travel and Personnel Support to IAs • 24/7 LNO in Joint Movement Control Center • ADCON for Sailors in Manas • Staff: 15 IA/GSA/OSA Sailors • O5 Officer in Charge • E9 Senior Enlisted Leader

Packing for Manas • Clearly mark all bags with name and “USN” • Carry/wear: • OCP uniforms & weapons (Afghanistan deployers) • Orders, ID, pen, weapon(s) serial number(s), $20 to $40 cash (for PX, MWR) • “Manas Kneeboard Card” • Cold weather gear (Oct-April) • Fleece, jacket/parka, gloves, watch cap, long underwear • Make easily accessible (top of seabag): • 72-hr bag w/uniform items, PT gear, toiletries • Body armor, helmet, M9 holster, 1 magazine per weapon • Sleep System • Not required for Manas • Pack at top of bag for use in Afghanistan • If you lock your bags, don’t lose your key/combo! Wind chill temperatures in Winter will reach -30F. Cold injuries will happen in minutes if not protected by cold weather gear!

Arrival Process • Air Force personnel will bus you from the aircraft to the Transit Center’s Personnel Support for Contingency Ops (PERSCO) bldg • Stage gear outside of PERSCO and set a watch • Enter PERSCO auditorium for briefing • Provide orders and ID cards to NAVCENT staff • Receive arrival brief and instructions (BE READY TO COPY) • Billeting assignments • Baggage procedures • Chock commander’s name • Follow-on briefing time & location Have your “Manas Kneeboard Card” handy for the brief to copy info.

  7. Arrival Process • When directed to offload baggage following briefing: • Collect carry-on bags and weapons outside PERSCO • Muster across the street from baggage yard • Offload baggage truck(s) • Pull out 72-hr bag, helmet, holster and body armor • Store remaining gear in the bin/pallet for your next destination (this info will be provided) • Obtain linens from billeting office • Proceed to assigned tent and pick a rack • Store weapon(s) in tent, must have weapons watch • Report to the prescribed locations on time Be flexible and follow directions provided. Process subject to change based on baggage arrival from aircraft.

Billeting • All transient personnel will reside in tents either in Hotel California or Hotel Alaska. • Those billeted in Hotel California will be assigned an API tent number • Those billeted in Hotel Alaska will be assigned a three digit tent number • Each area has a DFAC, MWR facility, self serve laundry, and WiFi • All transient quarters are quiet areas, 24/7. • Valuables must be kept secure at all times.

Admin Processing • Bring Orders, ID (if not already provided to NAVCENT staff), pen and the serial number for your weapons. • Briefings Include: • Information on Fitreps/Evals, PFA, exam cycles • Entitlements • Travel Claims • Entry into Boots on the Ground Tracker • Travel briefing • NAVCENT Leadership Briefing • Emergency and FPCON Conditions If you need/desire one-on-one assistance with pay, travel or personnel issues, please let a NAVCENT staff member know.

Services • Chapel Services • Medical Clinic (24/7 walk-in) • MWR Services • Fitness Center • Pete’s Place, Shooter’s, Lobo’s Den, Liberandos’ Lair, Warriors Way • BX, Barber Shop, and AAFES Town (Vendors) • Postal Service • Free Wi-Fi (Manas Morale Net ) Facilities in Manas take US Dollars or EagleCash only. With a bank statement, finance offices here and Afghanistan can issue EagleCash cards.

  11. Weapons • Transients are restricted to carrying their weapons only to and from their place of storage upon arrival and departure • Weapons may not be brought into any agency/facility at the Transit Center • Weapons racks are provided in each tent • If you are a weapons courier, identify yourself to the NAVCENT staff You are responsible for your weapons.

  12. Alcohol Policy • Consumption limited to 2 drinks in a 20-hr period • ID card scanning is used to track • No sharing, taste testing, etc. • No ID card, no alcohol • Personnel may not bring alcohol to Manas • Alcohol can only be purchased and consumed at Pete’s Place • Navy and Marine Corps personnel shall not consume alcohol between the hours of 0000 and 0600. • Alcohol privileges can be revoked by the NAVCENT OIC or 376 AEW at any time. Violators of the alcohol policy will be subject to UCMJ and will jeopardize privileges for all others.

  13. Departure Process • Flight brief will be given during Admin processing • Updates will be provided to chock commander • Chock commanders must deliver all ID cards to Navy LNO at the JMCC NO LATER THAN 10 hours prior to scheduled takeoff • All hands palletize seabags and rucksacks ~7-8 hours prior to takeoff • Do not palletize weapons, body armor, or helmet • Only two SMALL carry-ons allowed on the aircraft

  14. Departure Process • All hands shall enter lock down at Passenger Terminal three hours prior to takeoff • Busses will transport passengers from terminal to the flight line when the aircraft is ready to be loaded • Expect to use sleep systems once in Afghanistan • You will have access to your bags once you arrive in Afghanistan Departure times are subject to change. Remain flexible.
